Job description

Harkcon is seeking an experienced Project Manager for a federal mission analysis engagement. Experience supporting maritime operations, interdiction missions, or federal operational analysis is preferred. The Project Manager will oversee all contractor activities and serve as the Governmentโ€™s primary contact. This individual will focus the project on mission requirements, operational capabilities, and performance gaps. The Project Manager will also ensure findings are clear, practical, and actionable. Security and Suitability: Active Secret clearance required. Location: National Capital Region (Virginia, Maryland, DC). The primary place of performance will be at the U.S. Coast Guard Headquarters, Douglas A. Munro Headquarters Building, located at 2703 Martin Luther King Jr. Ave, SE, Washington D.C. 20593. *** This position is contingent upon award of a contract to Harkcon*** Key Responsibilities Manage project scope, schedule, cost, quality, staffing, and risk. Establish clear roles, deliverable ownership, review procedures, and decision authority at project initiation. Facilitate direct and recurring engagement with mission sponsors, program personnel, operational stakeholders, and subject-matter experts. Ensure relevant assets, capabilities, organizations, and mission drivers are appropriately considered in the analysis. Document Government-directed exclusions, analytical limitations, assumptions, and decisions affecting the analysis. Prevent unnecessary scope drift and ensure background research remains directly tied to mission performance. Consolidate Government comments, resolve conflicting direction, and minimize repetitive rewrites. Monitor individual contribution and ensure all team members demonstrate initiative and ownership. Required Qualifications Bachelor's degree.
Level II Project Management Certification, or a demonstrated functional equivalent. At least five years of experience managing a portfolio of interrelated acquisition, program management, and analytical projects. At least 10 years of work experience in acquisition, performance management, program evaluation, public management, or closely related fields. Active Secret clearance at the time of contract award and ability to maintain the required access throughout performance. U.S. citizen or lawful permanent resident, with the ability to read, write, speak, and understand English; must satisfy all applicable background investigation and credentialing requirements. Executive-level communication, analytical judgment, organization, and technical writing skills sufficient to manage high-visibility federal deliverables. Preferred Qualifications Experience supporting the U.S. Coast Guard, DHS, DoD, or another federal acquisition or mission-analysis organization.
Experience leading studies involving operational performance measures, capability-gap analysis, alternatives development, and 20-year planning horizons.
Demonstrated success facilitating cross-functional workshops and briefing senior government leaders.
Experience managing classified, CUI, SBU, or FOUO work products and distributed government-contractor teams.
Additional Details This is a part-time position with expected 1,040 hours annually. Candidate must be able to maintain continuity and availability throughout the period of performance.
Work is performed at U.S. Coast Guard Headquarters in Washington, DC, and at the employer's facilities. Travel may be required and must be approved in advance by the Government.
