Senior Technology Advantage & Capability Development Analyst
Location: Norfolk, Virginia
Work Arrangement: Full-time, on-site
Clearance: ACTIVE SECRET CLEARANCE REQUIRED
Travel: Up to 30 days annually
The Opportunity 
Ironclad Defense Works is seeking a Senior Technology Advantage & Capability Development Analyst to support NATO Allied Command Transformation in Norfolk, Virginia. Your position will help develop and implement Technology Advantage initiatives by translating emerging technology analysis into strategy, action plans, program milestones, stakeholder activities, and capability-development outcomes.
This role requires a professional who can bridge technology, military capability development, strategic planning, and program execution.
Key Responsibilities
  • Support the development and implementation of NATO Technology Advantage activities.
  • Identify and catalogue relevant emerging and disruptive technologies.
  • Analyze how Technology Advantage can support warfare-development priorities and lines of development.
  • Prepare action plans, implementation materials, reports, and executive briefings.
  • Support the definition of Initial Operating Capability and Final Operating Capability.
  • Develop technology roadmaps, milestones, outcomes, and supporting program artefacts.
  • Establish and support a Technology Advantage community of interest.
  • Coordinate with NATO organizations, allied nations, academia, industry, research organizations, and other external stakeholders.
  • Advise the project manager and sponsor on progress, risks, dependencies, and integration opportunities.
  • Connect Technology Advantage activities with related capability-development, experimentation, and innovation initiatives.
  • Translate scientific and technical information into evidence-based military recommendations.
Required Qualifications
  • Bachelor’s degree in computer science, information technology, engineering, physical science, or another closely related technical discipline and at least four years of relevant experience; or at least six years of extensive and progressive relevant experience in lieu of a degree.
  • At least two years of experience acquiring, evaluating, assembling, or interpreting research and technology information.
  • Experience assessing the military or national-security applicability of emerging technologies.
  • Demonstrated ability to develop technology adoption pathways, use cases, implementation plans, or strategic recommendations.
  • Knowledge of science and technology information sources across government, defense, academia, research laboratories, media, and industry.
  • Experience developing strategic plans, action plans, roadmaps, program documentation, or capability-development products.
  • Strong executive writing, briefing, research, and stakeholder-engagement skills.
  • Active NATO or national Secret clearance.
  • Citizenship in a NATO member nation.
  • Professional proficiency in English.
Preferred Qualifications
  • Eight or more years of relevant experience.
  • Five or more years evaluating research, science, or technology information.
  • Previous NATO, DoD, allied military, defense ministry, or multinational experience.
  • Experience with capability development, force development, defense modernization, concepts, requirements, experimentation, or strategic foresight.
  • Experience defining IOC, FOC, program maturity, milestones, or implementation outcomes.
  • Experience advising senior program sponsors or military leaders.
  • Master’s degree in engineering, science, technology management, defense studies, strategy, or a related field.
Clearance
This position requires an active NATO or National SECRET (or higher) security clearance. Applicants who do not possess the clearance specified above cannot be considered at this time. 
Compensation
Compensation for this position ranges from $115,000 - $145,000 annually. Final salary will be based on factors such as experience, education, skills, qualifications, contract requirements, and overall affordability.
