Job description

Duties Description Reporting to a Program Analyst 2 (Cannabis), SG-23, the incumbent will support the development, coordination, and implementation of key initiatives within the Scientific Programs & Research unit, with an emphasis on programmatic delivery, education, and stakeholder engagement. The position requires strong communication and organizational skills to collaborate across teams and with external partners, and to support the execution of education and outreach strategies. The Program Analyst 1 (Cannabis) will contribute to the advancement of cannabis education, public health messaging, and Medical Cannabis Program initiatives through the development of training materials, coordination of stakeholder activities, and support of unit priorities.

Duties include but are not limited to: Assist in the planning, coordination, and execution of education and outreach efforts related to the Medical Cannabis Program and broader cannabis initiatives. Support the development, implementation, and continuous improvement of programmatic initiatives within the Scientific Programs & Research unit. Develop and deliver presentations, training materials, and educational resources for diverse audiences, including practitioners, community-based organizations, and other stakeholders.

Coordinate and support stakeholder engagement activities, including meetings, workshops, and public-facing events. Manage event logistics, including scheduling, communications, and on-site support for trainings, events, and outreach activities. Monitor and track program activities, education initiatives, and outreach efforts to support reporting and continuous improvement.

Draft and edit a range of written communications, including program materials, summaries, guidance content, and outreach messaging. Support internal coordination across teams to advance program priorities and ensure alignment of initiatives. Assist in the development and dissemination of program guidance, educational tools, and public-facing resources.

Contribute to program evaluation efforts by gathering feedback, tracking outcomes, and identifying opportunities for enhancement. Maintain organized records of program activities, stakeholder engagement, and educational initiatives. Provide general programmatic and administrative support to advance unit goals.

Perform other duties as assigned. Minimum Qualifications Six years of experience* in a cannabis, industrial hemp, medical marijuana, agricultural, environmental, public health, public safety, or economic development analyst position where primary responsibilities were policy or programmatic quality assurance, regulatory compliance, and/or communications. *Substitution: Bachelor's degree in economics, finance, agriculture science, horticulture, plant sciences, data analytics, urban studies, communications, public health, public safety, or a related field may substitute for four years of the non-supervisory experience.

Master's degree in the same fields as bachelor's may substitute for an additional year of the non-supervisory experience. NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.

Additional Comments Travel may be required (approximately 20%), including during evening and weekends, depending on mission and assignment. Possession and maintenance of a valid Driver's License issued by the NYS Department of Motor Vehicle is required or otherwise demonstrate the capacity to meet the transportation needs of the job.
