Job description

The Payroll Manager serves a dual role as the location's payroll operations lead and subject matter expert for timekeeping, labor compliance, and applicable payroll requirements. This position is responsible for overseeing the accurate and timely administration of payroll, with particular emphasis on the integrity of timekeeping practices and the proper interpretation and application of Collective Bargaining Agreements (CBAs).
The Payroll Manager ensures employee compensation, benefits, taxes, deductions, time and attendance records, and payroll reporting are processed accurately and in compliance with federal, state, and local requirements. As the primary resource for CBA interpretation and administration, the role ensures contractual provisions related to hours worked, overtime, premiums, shift differentials, leave, seniority, benefits, and other pay and timekeeping practices are consistently and accurately applied.
Working closely with Operations, Human Resources, and Labor Relations, the Payroll Manager proactively identifies and resolves timekeeping and payroll discrepancies, ensures time records and payroll practices align with applicable CBA provisions and payroll requirements, and maintains strong controls to support payroll accuracy, labor compliance, contractual compliance, and audit readiness.

Key Responsibilities:
  • Serve as the subject matter expert for the interpretation and administration of Collective Bargaining Agreements (CBAs).
  • Analyze and apply contractual provisions related to wages, overtime, premiums, shift differentials, leave accruals, seniority, benefits, and work rules.
  • Oversee the accurate and timely processing of payroll, including adjustments, retroactive payments, bonuses, deductions, garnishments, and year-end reporting.
  • Review employee time and attendance records to ensure accurate pay calculations and schedule compliance.
  • Ensure proper administration of payroll taxes, benefits, union deductions, and other required withholdings.
  • Review employee time records for accurate reporting and schedule compliance
  • Processes adjustments, bonuses, and other payments as needed
  • Prepares necessary reports for management and compliance purposes
  • Ensures that all benefits, taxes, and other required deductions are properly implemented and processed
  • Manages the employee and payroll files
  • Manages the year-end statement process, including revisions
  • Maintains confidentiality of all information
  • Other duties as required.

Qualifications:
  • High school diploma/GED - Bachelor's degree preferred
  • Reviews employee time records for accurate reporting and schedule compliance
  • Processes adjustments, bonuses, and other payments as needed
  • Prepares necessary reports for management and compliance purposes
  • Ensures that all benefits, taxes, and other required deductions are properly implemented and processed
  • Manages the employee and payroll files
  • Manages the year-end statement process, including revisions
  • Responds to employee and manager inquiries as required
  • Maintains confidentiality of all information
  • Must be able to work shifts or flexible work schedules as needed.
  • Subject to DOT drug testing and physical if applicable. DOT Regulation 49 CFR Part 40 does not authorize the use of Schedule I drugs, including cannabis, for any reason.
  • Other duties as required.

Physical Requirements:
The essential functions of this position require the ability to:
  • 100% of the job is accomplished indoors and in air-conditioned or well-ventilated facilities
  • Sit, type, and look at a computer screen for extended periods (up to 6-8 hours per day)
  • Push and pull objects up to 50 pounds, occasionally throughout the workday; lift material weighing up to 50 lbs. with or without assistance; occasionally bend, kneel, or crouch to files or equipment stored at ground level
