Pacific Pros is seeking Office Engineer for Construction Projects to be a representative for Caltrans.
Work Location: San Diego (Carmel Valley)
Region: San Diego, CA

Status: Full-time on-site.

Opening: April, 2026 - Immediate

Project Overview:
These positions will support the the I-5 Project from Camino De La Plaza to Via De La Valle under Caltrans District 11. The selected candidates will supplement Caltrans staff, providing office engineering support for contract administration, coordination with agency partners, and documentation of project activities.
Position Description Summary
Serve as Owner's representative.
Office Engineer โ€“ Key Responsibilities:
  • Prepare, review, and track Contract Change Orders (CCOs), RFIs, Submittals, and WSWDsย 
  • Maintain and track Status of Contractor and project documentation logsย 
  • Review daily reports and manage Extra Work Bills (EWB)ย 
  • Maintain organized and compliant project files in accordance with Caltrans standardsย 
  • Prepare and track quantities (Q-Sheets) and assist with progress payment documentationย 
  • Support labor compliance monitoring and documentationย 
  • Coordinate with field staff, contractors, and Caltrans personnel to ensure timely document processingย 
  • Ensure all documentation complies with Caltrans procedures, specifications, and filing protocolsย 
  • Assist in preparation of records for claims, dispute resolution, and audits
Required Qualifications
  • Recent Caltrans Office Engineer experience is required
  • 3+ References from Clients / Caltrans Employees who have directly worked with you
  • A minimum of six (6) years of demonstrated experience acceptable to Caltrans in highway construction office engineering or roadway construction inspection on major public works projects -- OR -- Two (2) years of education beyond high school in Engineering (including trigonometry and algebra or higher, drafting, computer science, and physical sciences), or Surveying (including trigonometry and algebra or higher, drafting, surveying, and computer science) AND a minimum of four (4) years of demonstrated experience acceptable to Caltrans in highway construction office engineering or roadway construction inspection on major public works projectsStrong knowledge of Caltrans Standard Plans, Standard Specifications, and Construction Manualย 
  • PREFERRED Education/Licensure
    • Graduation from a four-year ABET-accredited Civil Engineering or Construction Management program
    • Engineer-in-Training (EIT) certificate
  • Experience with:ย 
    • Pro DMSย 
    • Lane Closure System (LCS)ย 
    • Extra Work Bill (EWB) systemย 
  • Familiarity with:ย 
    • Contract administration and documentation processesย 
    • Labor compliance and prevailing wage requirementsย 
  • Strong organizational skills with attention to detail in record-keeping and documentationย 
  • Proficient in Microsoft Office (Word, Excel, Outlook) and Acrobat
  • Ability to work independently and communicate effectively with multiple stakeholders
