Description
The Kentucky State Park Ranger Division has an immediate opening for a State Park Ranger AdministrativeCaptain.
The State Park Ranger Administrative Captain interprets and communicates administrative policies, operational directives, andprocedural changes to subordinate State Park Rangers throughout the Commonwealth. The position is responsiblefor maintaining accountability and consistency within the division while ensuring operational readiness andcompliance with established standards.
This position maintains, reviews, and audits Ranger Division records and compliance files, including PoliceOfficer Professional Standards (POPS) files, training records, Criminal Justice Information System (CJIS)files, and Ranger evidence audits. The Administrative Captain develops and maintains tracking systems tomonitor certifications, compliance requirements, training status, and operational accountability for allRangers statewide.
The State Park Ranger Administrative Captain coordinates, schedules, and monitors Ranger training through the Department ofCriminal Justice Training (DOCJT). Responsibilities include developing, coordinating, and instructing POPS-certified Ranger training programs, supervising Ranger law enforcement instructors during training courses,and identifying training needs to ensure all Rangers maintain required certifications and professional standards.
This position is responsible for drafting, revising, and maintaining policies and procedures contained withinthe Kentucky State Parks Ranger Administrative Manual (RAM). The Administrative Captain monitors changes infederal and state laws, Kentucky Administrative Regulations, and law enforcement standards affecting Rangeroperations and recommends revisions necessary to maintain compliance and operational effectiveness.
The Administrative Captain conducts objective administrative inquiries and investigations involving Rangerpersonnel complaints, policy violations, and operational concerns. The position works closely with Parks HumanResources staff regarding personnel matters, investigations, corrective actions, and procedural guidance whilemaintaining confidentiality and professionalism in all matters.
This position provides guidance and support to subordinate State Park Rangers with hiring process initiativesaccording to the Commonwealth's hiring process policies.
The Administrative Captain oversees Ranger Division inventory and issues equipment ensuring all Rangers areproperly equipped for operational duties.
This position will intermittently serve as the agency point-of-contact (POC) assigned to theKentucky Emergency Management, Special Emergency Operations Center during emergency activation.
The Administrative Captain should possess thorough knowledge of modern law enforcement principles, practices,and procedures, including Kentucky law enforcement certification standards, CJIS requirements, evidencemanagement procedures, and applicable state and federal laws. The position requires strong organizational,administrative, leadership, and communication skills, as well as the ability to supervise personnel, conductinvestigations, develop policy, and maintain effective working relationships with staff, partner agencies, andthe public.
The Administrative Captain is assigned to Kentucky State Parks, Central Office and shall reside within thecentral region of Kentucky.

*Kentucky State Park Ranger Division is a participating Kentucky Law Enforcement Foundation Program Fund(KLEFPF) agency. Rangers are required to possess and maintain a Peace Officer Professional Standards (POPS)certificate. Rangers currently receive an additional $4,562 training stipend each year for adhering to thetraining guidelines established by the Kentucky Law Enforcement Council (KLEC).
Minimum Requirements
EDUCATION:High school graduate.
EXPERIENCE, TRAINING, OR SKILLS:Must have 10 years of law enforcement experience as a sworn police officer with 3 of those years as supervisory experience.

SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.):Must be twenty-one years of age. Must possess and maintain a valid driver's license to qualify for employment in this job classification. Must be a Kentucky Peace Officer Professional Standards (POPS) certified sworn police officer or able to provide proof of reciprocity from the Kentucky Law Enforcement Council at time of employment if a law enforcement officer from another state. Employees in this job title are subject to the provisions of KRS Chapter 15 and 503 KAR 1:140 relating to peace officer certification as administered by the Kentucky Law Enforcement Council. Must maintain any required licensure(s), certification (s), or other credentials for the length of employment in this job classification. Employing agency is responsible for ensuring employee possesses and maintains required licensure(s), certification(s) or other credentials.
Working Conditions
Conditions are consistent with other law enforcement officers. Must work in all types of weather. Travels extensively throughout assigned area in performance of duties.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
