GRADE:POSITION SUMMARY:
This position provides confidential administrative support services in the Office of Court Administration. Answers high volume email, fax, telephone and walk-in requests. Also handles inquiries about case status regarding all matters scheduled with the court i.e. trials, formal arraignments, sentencing's, probation/parole violations, summary appeals, license suspensions, fugitive hearings, arbitrations, miscellaneous criminal/civil hearings, non-jury/ jury trials, drug court, veteran's court, youthful offender program, ARD court, ARD violations, parole denial conferences, and bench warrant purge hearings.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
- Receives all Omnibus Praecipes for Arbitration (civil cases with demand for damages less than $50,000) filed with the Bucks County Prothonotary's Office and reviews each for accuracy in accordance with the Bucks County Rules.
- Returns all deficient Praecipes to filing parties for corrections.
- Prepares a comprehensive list of cases for Arbitration and mails it to all litigants, attorneys, and pro se parties. Grants and/or denies all arbitration date continuance requests.
- Coordinates all three member attorney panels to preside over each arbitration case.
- Collaborates with the Prothonotary's staff to ensure files are prepared in advance. Tracks arrival of all parties on Arbitration days and administers Oath to all panel participants prior to assigning cases to jury rooms.
- Ensures provision of substitute panel members in the event of inability to serve, or conflict of interest with assigned case.
- Records outcomes and reports statistics of all arbitrations. Prepares panel member payment requests for Court Fiscal Officer and the Controller. Tracks and updates payment percentages designated for contribution to Legal Aid of Southeast PA by each panel participant.
- Process trial praecipes from Prothonotary's Office. Review praecipes for accuracy, confer with Legal Review Team and return for corrections. Reconcile the demand amount and attorney information on the docket with the information on the Praecipe.
- Receive and review Case Management Orders from the judges for consideration in scheduling.
- Update the Court's website with additions/changes to the civil list and case status.
- Generate post-assignment disposition sheet and deliver files to the judges. Send post-assignment disposition sheets to the Bucks County Bar Association.
- Process all license suspension appeals and name changes.
- Under the supervision of the Assistant Court Administrator reviews continuance requests from private defense attorneys, District Attorneys, and Public Defenders for Criminal Court proceedings and generates notifications for mailing to all interested parties.
- Enter summary appeals into CPCMS. Notify the District Attorney's Office so they can notify offices and witnesses.
- Serves as backup in facilitating video conferences in criminal court proceedings to ensure electronic connection with the state correctional facilities and technical equipment operation and function.
- Receives all claims for exemption files from the Bucks County Sheriff's Department and using the information from these files prepares proposed Orders for Hearing for the Assistant Court Administrator so that hearing dates can be scheduled.
- Serves as backup for scheduling Child Abuse and Neglect proceedings via CPCMS. Exports hearing lists into email format and sends to BCCYSSA Solicitors/Caseworkers, Legal Aid attorneys, Guardian Ad Litem staff, Clerk of Courts, and all relevant support staff.
- While this position does not ordinarily require much supervision of staff, it does require coordination of activities of uses of court services - lawyers, litigants, witnesses, jurors and others who may have an interest in court proceedings and other matters.
- Performs related work as assigned.

- Minimum High school diploma or equivalent. Preferred Associate's or Bachelor's degree in related field.
- Excellent interpersonal skills and a proven ability to cultivate relationships with Court departments, court staff, the private bar, and Board of Judges.
- Extensive knowledge and proven ability to use the CPCMS system for all of the Court's scheduling needs.
- Proficient experience and use of computer technologies (Microsoft Word, Excel, Access, etc.) as used in an office environment.
