Job description

The Associate Program Director is responsible for supporting the oversight, implementation, and continuous improvement of CalAIM and community-based programs. This leadership role partners closely with the Managing Partners to ensure operational excellence, regulatory compliance, quality service delivery, and positive client outcomes. The Associate Program Director provides clinical and administrative supervision to multidisciplinary teams and serves as a key liaison with community partners and stakeholders.

Active California licensure as an LCSW, LMFT, or LPCC is required.

Essential Responsibilities

  • Oversee the day-to-day management and oversight of CalAIM programs: Enhanced Care Management and Community Supports.
  • Provide clinical and administrative supervision, coaching, and performance management for multidisciplinary staff, including Program Managers, Program Supervisors, and Lead Care Managers.
  • Ensure services are delivered in accordance with Nurturing Care's mission, vision, values, contractual requirements, and evidence-based practices.
  • Monitor program operations to ensure compliance with CalAIM, Medi-Cal, HIPAA, state, federal, and payer regulations.
  • Conduct clinical chart reviews, quality assurance audits, utilization reviews, and documentation oversight to ensure compliance and high-quality service delivery.
  • Review health assessments, care plans, progress notes, and case documentation for clinical quality and regulatory compliance.
  • Support the development and implementation of program policies, workflows, and standard operating procedures.
  • Monitor program enrollment, productivity, key performance indicators (KPIs), billing accuracy, and outcome measures.
  • Collaborate with finance and billing teams to ensure timely and accurate documentation supporting reimbursement.
  • Participate in program audits, corrective action planning, and continuous quality improvement initiatives.
  • Assist with budget monitoring, resource allocation, and operational planning.
  • Build and maintain collaborative relationships with healthcare providers, managed care plans, community-based organizations, and local funders.
  • Represent Nurturing Care at community meetings, CalAIM trainings, conferences, and stakeholder events throughout California.
  • Provide crisis consultation and clinical guidance for complex client cases.
  • Promote trauma-informed, culturally responsive, and person-centered care across all programs.
  • Ensure staff adhere to ethical standards, confidentiality requirements, and HIPAA Privacy Rules.
  • Perform other duties as assigned to support organizational growth and program success.

QualificationsRequired

  • Active, unrestricted California license as one of the following:
  • Licensed Clinical Social Worker (LCSW)
  • Licensed Marriage and Family Therapist (LMFT)
  • Licensed Professional Clinical Counselor (LPCC)
  • Master's degree in Social Work, Marriage and Family Therapy, Counseling, Psychology, or another behavioral science field eligible for California Board of Behavioral Sciences licensure.
  • 3-5 years experience supervisory or management experience in behavioral health, healthcare, care management, homeless services, or related social services.
  • Experience managing multiple managed care plans.
  • Experience with CalAIM, Enhanced Care Management (ECM), Community Supports, or Medi-Cal programs.
  • Demonstrated knowledge of CalAIM, Enhanced Care Management (ECM), Community Supports, Medi-Cal, and care coordination models.
  • Experience serving populations experiencing homelessness, serious mental illness, substance use disorders, chronic medical conditions, justice involvement, and other vulnerable populations.
  • Strong knowledge of clinical documentation standards, quality assurance, utilization review, and medical record compliance.
  • Experience with program development, contract compliance, performance metrics, and quality improvement initiatives.
  • Excellent leadership, organizational, communication, and relationship-building skills.
  • Proficiency with electronic health records (EHRs), Microsoft Office, data reporting, and medical billing processes.
  • Experience with accreditation standards, DHCS requirements, and managed care organizations.
  • Certification in trauma-informed care, motivational interviewing, or other evidence-based practices is a plus.
