JOB SUMMARY
The Geospatial Information Systems (GIS) and Facilities Planning Specialist provides geospatial analysis, data management, and technical planning support for the FBI's real property portfolio within the Planning and Project Management Unit (PPMU). The incumbent develops and maintains enterprise geospatial data, integrates information from multiple facilities management systems, and produces maps, analyses, and decision-support tools that support master planning, capital planning, infrastructure management, and project development. Working collaboratively with planners, architects, engineers, project managers, and facility managers, the position leverages GIS technologies to improve data-driven decision-making, enhance facilities portfolio management, and support the Bureau's long-term campus planning and modernization initiatives.
KEY REQUIREMENTS

PHYSICAL DEMANDS
The work is sedentary. Some work may require walking and standing. Occasional travel may be required to attend meetings and conferences away from the work site. Much of the time is spent at a computer creating and modifying GIS datasets, managing and maintaining legacy GIS datasets, and developing and implementing GIS-based analysis to support civil engineers, electrical
engineers, and survey projects. The work area is adequately lighted, heated, and ventilated.
WORK ENVIRONMENT
The incumbent is expected to follow normal safety precautions. The employee may occasionally be exposed to uncomfortable conditions in such places as research and production facilities.
MAJOR DUTIES :
GS-12
  • Develops, maintains, and analyzes geospatial datasets, maps, and geodatabases to support facilities planning, engineering, construction, and real property management activities.
  • Produces GIS products, spatial analyses, and technical reports that support master planning, facility utilization studies, infrastructure assessments, and capital planning efforts.
  • Integrates data from GIS, CAD, BUILDER™, iNFADS, utility records, facility inventories, and other sources to improve the accuracy and usefulness of facilities planning information.
  • Conducts field verification, data collection, quality assurance/quality control, and maintains geospatial information in accordance with Bureau standards.
  • Collaborates with planners, architects, engineers, project managers, and contractors by providing GIS technical support throughout the planning, design, construction, and asset management lifecycle.
GS-13 (In addition to the above)
  • Serves as the technical lead for enterprise GIS and geospatial planning, developing and managing geospatial solutions that support master planning, capital planning, infrastructure modernization, and the Bureau's real property portfolio.
  • Leads the integration of enterprise data from GIS, CAD/BIM, BUILDER™, iNFADS, project management, and other asset management systems to support data-driven capital investment and facilities planning decisions.
  • Develops enterprise geodatabases, GIS standards, analytical models, dashboards, and decision-support tools that improve planning, project prioritization, and portfolio management.
  • Provides technical leadership and expert consultation to planners, architects, engineers, project managers, and Bureau leadership on geospatial analysis, facilities planning, and data integration initiatives.
  • Oversees GIS-related contracts, evaluates emerging technologies and business processes, and recommends improvements that enhance enterprise geospatial capabilities and long-range planning.

Positive Education Requirement

Degree: geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields.

Combination of education and experience: courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education.
Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States.
Specialized Experience (SE)
GS-12: Applicant must possess at least one (1) year of SE equivalent to the GS-11 grade level. SE is defined as follows:
  • Experience applying Geospatial Information Systems (GIS) to support facilities planning, master planning, engineering, construction, space management, or real property management by developing and maintaining geospatial datasets, maps, reports, and analytical products.
  • Experience collecting, integrating, and analyzing data from multiple sources (e.g., CAD, GIS, facility inventories, utility records, and field data) to support project planning, infrastructure assessments, and capital planning activities.
  • Experience using ESRI ArcGIS products and familiarity with federal asset management systems such as BUILDER™, iNFADS, or similar platforms to support facilities management, with the ability to integrate information from multiple systems to improve planning and decision-making.
GS-13: Applicant must possess at least one (1) year of SE equivalent to the GS-12 grade level. SE, in addition to the above, is defined as follows:
  • Experience serving as the technical lead or subject matter expert for enterprise GIS, facilities planning, or real property programs by developing geospatial solutions that support master planning, capital investment planning, infrastructure modernization, and portfolio management.
  • Experience integrating and managing data across multiple enterprise systems-including BUILDER™, iNFADS, GIS, CAD/BIM, project management, and asset management platforms-to support facility condition assessments, project prioritization, deferred maintenance analysis, and long-range capital planning.
  • Experience developing GIS standards, geodatabases, analytical models, dashboards, and executive-level visualization tools; providing technical guidance to multidisciplinary teams; and translating complex geospatial analyses into actionable recommendations for senior leadership and organizational decision-making.
