Job description

We are seeking an experienced Business Analyst (BA) to support the procurement and enterprise-wide implementation of a new Learning Management System (LMS) for a multidisciplinary public sector training institution.

In this role, you will bridge the gap between training operations, IT, and compliance teams to analyze current workflows, define future-state processes, and translate complex business needs into actionable technical requirements.

Work Arrangement: Remote (Requires a one-time, initial on-site visit to Salem, OR to pick up state-issued equipment)

Work Location: Salem, Oregon

Shift: EST

Interview Mode: Webcam or In-Person

Core Responsibilities

  • Stakeholder Engagement: Lead workshops, interviews, and working sessions with diverse teams to gather requirements and resolve conflicting priorities.
  • Process Modeling: Document existing training systems, analyze inefficiencies, and design optimized future-state workflows, process maps, and user journeys.
  • Systems & Integration Analysis: Inventory interfacing systems (HRIS, records management, scheduling, identity management) and define data flows and system integration points.
  • Procurement Support: Assist with RFP documentation, vendor demonstrations, and solution evaluations.
  • Implementation & Testing: Support User Acceptance Testing (UAT), clarify requirements during system configuration, and help manage organizational change.

Important Skills & Qualifications (Checklist)

To be successful in this position, your background must include:

  • 3 7+ Years of BA Experience: Proven track record on complex, large-scale system implementation projects.
  • System Integrations: Strong capability in analyzing data flows, system interactions, and technical dependencies.
  • Regulated Environments: Experience working within the public sector, public safety, or highly compliance-driven industries.
  • Advanced Documentation: Mastery in creating Requirements Traceability Matrices (RTM), gap analyses, use cases, and workflow diagrams.
  • Facilitation: Exceptional communication skills to translate needs between technical and non-technical stakeholders.

Preferred (Plus Skills)

  • Experience with LMS implementations or enterprise training platforms.
  • Experience supporting formal RFP/procurement processes.
  • Certifications such as CBAP, CCBA, or PMI-PBA.
