Job Title: Senior Business Systems Analyst
Client: Indiana Department of Transportation (INDOT)
Location: Central Indiana - Local Candidates Only
Work Arrangement: Onsite, with remote work permitted upon request
Engagement: Long-Term Contract

Position Overview
The Senior Business Systems Analyst will operate at the enterprise level, performing comprehensive IT and data systems analysis to support agency-wide strategic and operational needs.
The role requires the ability to translate complex business problems into practical, actionable solutions through well-structured business requirements and user stories. The candidate will serve as a key bridge between business stakeholders, IT, data teams, project management, QA, and Digital Transformation teams.

Key Responsibilities

  • Develop and maintain strong business relationships to present technology and data-driven solutions addressing organizational challenges.
  • Serve as a business relationship manager for specialized functional/business areas and provide strategic guidance.
  • Partner with IT and data practitioners, including Data Governance Managers, IT Project Managers, and QA Testers, to develop high-quality requirements.
  • Translate complex technology and data concepts into clear business requirements and communicate business objectives to technical teams.
  • Lead system reengineering and quality/efficiency improvement initiatives by identifying root causes and breaking down organizational silos.
  • Collaborate with cross-functional teams to advance interoperability across INDOT systems, data, and business processes.
  • Develop comprehensive business and user requirements with clear technical-to-business translation.
  • Plan advanced integrations at both enterprise and detailed levels while working within governance frameworks.
  • Support digital transformation strategic planning and organizational culture change.
  • Manage expectations across customers, peers, vendors, and leadership.
  • Follow established governance practices and promote their adoption across the organization.
