Under general direction of the Regional Compliance Officer, Health Facilities Construction, the Senior Architect (Field) performs field observations and oversees the construction compliance phase of healthcare facility projects. The incumbent observes construction activities to ensure work is performed in substantial conformance with plans and specifications approved by the Department of Health Care Access and Information (HCAI), and in compliance with the building code and fire and life safety requirements of Title 24, California Code of Regulations (including all referenced codes and standards). The incumbent applies the Office's Policy Intent Notices, Code Application Notices, applicable codes, guidelines, policies, and reference materials in the performance of these duties.
The Senior Architect (Field) also conducts field review of construction documents and submittals to verify conformance with applicable codes and regulations. The incumbent is responsible for maintaining current certification with the appropriate licensing board.
Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for Personal Leave Program 2025 (PLP 2025) hours each month. HCAI's Los Angeles Office is in a state-of-the-art facility within the Wells Fargo Center in the Bunker Hill area of downtown Los Angeles. There is direct access to all major freeways, public transportation and shuttle service to nearby parking destinations. The building offers several amenities such as valet parking, electric vehicle charging stations, banking center, newsstand, car wash, shoeshine, dry cleaners and concierge services. The building is adjacent to restaurants, hotels, shopping, entertainment and cultural venues.
HCAI supports a hybrid telework schedule for many positions, consistent with operational requirements. Telework schedules are only available for CA residents. The telework policy is subject to change, and additional in-office days may be required and/or minimal notification may be given to report to the worksite if an urgent need arises.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
• Experience and knowledge in the field of hospital architecture design and construction.
• Experience and familiarity with Title 24, including OSHPD requirements, as it relates to the construction of health facilities.
• Knowledge and experience in interpreting requirements governing design and construction of healthcare facilities in California.
• Experience conducting research, producing, and evaluating technical construction documentation.
• Knowledge of California Accessibility Requirements.
• Knowledge of fire/life safety compliance based on Title 24 of the CCRs.
• Knowledge of Electrical, Mechanical, Plumbing systems in healthcare facilities
• Knowledge and experience as a project manager directing, reviewing, and evaluating the work and resolving issues with a multi-disciplinary team, clients, contractors, and other technical and professional staff.
• Experience conducting construction observation of hospital or healthcare facilities.
• Excellent interpersonal skills with the ability to work in a multi-disciplined team and handle stressful or sensitive issues with tact and diplomacy.
• Ability to handle code enforcement issues with architects, engineers, and health care facility owners.
• Good writing and oral communication skills.
• Ability to reason logically and creatively to resolve problems and develop and evaluate alternatives.
• Clean driving record. Must submit official driving history from the California Department of Motor Vehicles prior to appointment.
• Being able to travel to and conduct in-person site visits to healthcare facilities (up to five days a week) in the following (North LA Region) counties: Ventura County and Los Angeles County
