Senior Clean Transportation Specialist

ICF is seeking a Senior Clean Transportation Specialistresponsible for leading and supporting projects that help government agencies develop and implement transportation decarbonization strategies. A successful candidate will help shape state, regional, and local policies that accelerate the transition to lower-carbon transportation systems through clean fuel programs, transportation electrification, renewable fuels, advanced vehicle technologies, and other emissions reduction strategies.

The position involves working with multidisciplinary teams to evaluate transportation decarbonization policies, conduct technical and economic analyses, develop regulatory recommendations, engage stakeholders, and provide trusted advisory services to government clients. Work will include evaluating low carbon fuel markets, renewable fuel pathways, transportation emissions, infrastructure needs, and technology deployment strategies, as well as developing reports, presentations, and policy recommendations that support regulatory development and program implementation.

The ideal candidate has experience working with clean fuel standards (such as California LCFS, Washington CFS, Oregon CFP, New Mexico CFS, or similar programs), renewable transportation fuels, transportation decarbonization policy, and transportation emissions analysis. The successful candidate will also have experience in one or more of the following areas:

  • Low Carbon Fuel Standard (LCFS) and Clean Fuel Standard (CFS) policy analysis

  • Renewable fuel market assessment and fuel supply analysis

  • Transportation decarbonization strategy development

  • Transportation emissions modeling and scenario analysis

  • Alternative fuel infrastructure planning

This is a remote position based in the United States. Candidates located anywhere in the U.S. are encouraged to apply, with a preference for individuals located on the West Coast to facilitate collaboration with clients and project teams.

Key Responsibilities

  • Lead transportation decarbonization studies for state, regional, and local government clients.

  • Support development of state Clean Fuel Standards, and related transportation policies.

  • Conduct quantitative analyses, scenario modeling, and market assessments for renewable fuels, electrification, hydrogen, sustainable aviation fuel, renewable diesel, renewable natural gas, and other low-carbon transportation technologies.

  • Analyze transportation emissions, fuel demand, fuel supply, technology adoption, and infrastructure needs.

  • Develop technical reports, policy memoranda, presentations, and regulatory support documents that clearly communicate complex technical findings.

  • Design and facilitate stakeholder engagement processes with government agencies, fuel suppliers, utilities, fleet operators, industry organizations, environmental groups, and other stakeholders.

  • Stay current on federal and state transportation decarbonization policies, renewable fuel markets, and emerging transportation technologies.

  • Support proposal development and business development activities.

  • Interact directly with clients while supervising and mentoring junior staff.

Minimum Qualifications

  • Bachelor's or Master's degree in engineering, environmental science, transportation, economics, public policy, energy, or a related field.

  • 5+ years of professional experience in transportation decarbonization, clean transportation policy, renewable fuels, transportation planning, or a related field.

  • Experience with Clean Fuel Standards, Low Carbon Fuel Standards, renewable fuel markets, or similar transportation decarbonization policies.

  • Experience conducting quantitative analysis, scenario modeling, or policy analysis.

  • Project management and client facing experience.

Preferred Skills/Experience

  • Experience supporting development or implementation of state or regional Clean Fuel Standard programs.

  • Knowledge of renewable diesel, biodiesel, sustainable aviation fuel, renewable natural gas, hydrogen, electricity, and other alternative transportation fuels.

  • Experience with transportation emissions modeling and greenhouse gas analysis.

  • Experience conducting economic, market, or regulatory analyses.

  • Familiarity with transportation energy markets and fuel supply chains.

  • Excellent written and verbal communication skills with the ability to communicate technical information to both technical and non-technical audiences.

  • Strong analytical and problem-solving skills.

  • Ability to manage multiple priorities and work effectively under deadlines.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:
