Job description

Job Summary Join a team that plays a vital role in shaping the City's financial future and supporting services that impact the community every day. The Budget Ananyst position offers the opportunity to work on meaningful projects, collaborate across departments, and gain valuable experience in municipal finance, budgeting, and financial reporting. The Budget Analyst will assist in the preparation and coordination of the City's annual budget and will participate in the preparation of the long-range forecast. Responsibilities include but are not limited to maintenance of the City's general ledger in connection with the proper recording of revenues and expenses, analysis and review of financial transactions in preparation of the quarterly and annual financial reports, and reconciliation of various accounts. The Budget Analyst will participate in various department core functions such as annual budget, year-end audit and CAFR preparation as well as assist periodically in reviewing and/or updating financial procedures for accuracy and completeness.

Special projects may be assigned on an as needed basis. Duties Budget: Assists in preparation of the annual operating, capital and component unit budgets as well as quarterly budget amendments. Serves as liaison between department and management to formulate and implement the budget objectives.

Assists with departmental training during the budget cycle. Monitors department budgets for compliance throughout the fiscal year. Submits City's adopted budget to GFOA for review and applies for the annual Distinguished Budget Presentation Award.

Account Review/Analysis: Prepares reports and maintains transaction records for the City. Reviews accounts to determine availability of funds and makes recommendations to resolve finance related problems. Maintains ongoing communication with all departments regarding financial activities and assists them with necessary budget transfers and generating journal entries to reclassify miscoded transactions.

Supports with special audits and requests for schedules and reports. Provides financial reports to include complex statistical forecasting models, trend analysis and financial projections. Compiles financial data and prepares work papers, graphs, charts, etc.

Position Control: Maintains and coordinates position control information between departments, Payroll and Human Resources for accurate data entry into the system. Audit: Assists in City audits by coordinating the preparation of Prepared by Client schedules (PBC's) and financial statements and by responding to inquiries made by the auditors.

Responsible for determining the necessary adjustments needed to present the financial information on the appropriate basis of accounting. Performs all other related duties as assigned. Minimum Qualifications Required: Bachelor's degree in Accounting, Finance, Business Administration or related field from an accredited college or university.

OR An equivalent combination of education, experience, certification and/or licenses sufficient to successfully perform the essential functions of the job. Preferred: Experience in budget, management analysis, accounting, finance or related field. Prior municipal experience.

Knowledge, Skills and Abilities Must possess strong interpersonal skills and have ability to effectively communicate and maintain effective working relationships with employees, department directors, city management and elected officials. Must be detail oriented and able to accomplish duties in a timely, accurate and efficient manner. Must have positive attitude and be able to learn new tasks quickly.

Required to be a team builder/player, work independently without constant supervision, multi-task, troubleshoot and problem solve. Strong working knowledge of spreadsheet and word processing systems is essential. A general knowledge of accounting and financial reporting is expected.
