Job description

Metropolitan Water Reclamation District of Greater Chicago

Under direction, assists in the coordination and direction of the repair, maintenance and installation of mechanical systems and equipment and in the repair and alterations of structures at treatment plants, pumping stations and related facilities.

Essential Job Functions

Essential job functions are fundamental, core functions common to positions in a classification. They are not intended to be an exhaustive list of all job duties for any one position in the class.   • Assigns, supervises, and reviews work of subordinates. Recommends hiring, transfer, suspension, layoff, recall, promotion, and discharge.
  • Assists in planning, scheduling and organizing and supervising installation, maintenance and repair work; and performs on-site work direction and coordination of emergency repairs involving multiple trades disciplines.
  • Assigns jobs to skilled trades foremen, leadmen or journeymen; establishes methods to be used and ensures adherence to established safety standards and rules.
  • Communicates with plant engineering personnel with respect to installation, repair and maintenance work and with other personnel in order to coordinate mechanical and electrical maintenance and repair with plant operation.
  • Inspects equipment and facilities, and analyzes the operating condition of water reclamation plants, pumping stations and related facilities and equipment, determining and proposing maintenance and repair requirements; investigates equipment failures to determine causes and to take necessary corrective steps.
  • Inspects all work in progress on a daily basis throughout the plant and affected areas.
  • Assists in the performance of all administrative functions of a Plant Maintenance Section, including: budget preparation; purchasing of materials, equipment, and services; personnel administration, including timekeeping, disciplinary action, enforcement of Collective Bargaining agreements, and Performance Management; and section office management.
  • Assists in establishing methods for carrying out maintenance and repair work. Assumes the duties and responsibilities of a Master Mechanic II/I in his absence.
Other Job Functions
  • Issues requisitions for tools, equipment and materials required for job; follows up on delivery to job sites; inspects new tools, equipment and materials; and arranges for inter-plant shipment of materials and supplies.
  • Assists in the general supervision of shop, storage and garage facilities, assigning work and giving instructions on methods.
  • Assists in maintaining records of all repairs, alterations and replacements of equipment, including all general and shop drawings for use in work at plant area.
  • Performs other duties as assigned.
Environmental Conditions

May involve exposure to a variety of operating mechanical equipment and loud noise and/or noxious odors. May include working in all types of weather conditions throughout the plant facility and collection system.

Desirable Knowledge, Skills and Abilities
  • Considerable knowledge of the building, metal working, mechanical and allied trades.
  • Considerable knowledge of the principles, practices and techniques of effective supervision.
  • Considerable knowledge of the occupational hazards and safety precautions of the work.
  • Ability to read and interpret blueprints, plans and specifications.
  • Ability to schedule and coordinate varied trade projects at several different locations.
  • Ability to plan and supervise the work of others in a manner conducive to full performance and high morale.
  • Ability to communicate clearly and concisely, orally and in writing.
Minimum Qualification Requirements

Graduation from a standard senior high school or the equivalent and eight years of experience in large scale industrial or plant maintenance work involving inspection and repair of plant structural, process and mechanical equipment of which three years must have been in a supervisory capacity.

Substitution

Additional experience may substitute for the required education on a year-for-year basis. College or other post-high school study related to industrial or plant maintenance work may be substituted for the required non-supervisory experience on a year-for-year basis to a maximum of four years.

Promotional Requirement
  • One year of service with the District as an Electrical Mechanic Foreman, Pipefitter Foreman, Ironworker Foreman, Machinist Foreman, Plumber Foreman, Electrical Instrument and Testing Mechanic Foreman, Carpenter Foreman, Hoisting Engineer Foreman, Bricklayer Foreman, Painter Foreman, or Truck Driver Foreman; or two years of such service as an Electrical Mechanic Sub-foreman, Pipefitter Leadman, Pipecoverer Leadman, Architectural Ironworker Leadman, Structural Ironworker Leadman, Machinist Leadman, Plumber Leadman, Electrical Instrument and Testing Mechanic Leadman, Carpenter Leadman, Sheet Metal Worker Leadman, Painter Leadman, or Powerhouse Mechanic Leadman.
  • Civil service status in one of the foregoing classifications.
