Job description

Overview

We are seeking an experienced Senior Manager to monitor and manage Payment Network Rule changes—with deep, hands-on expertise in Card Brand (Visa, Mastercard, Amex, Discover) rules and regulations—while contributing to the development and oversight of programs that ensure compliance with Payment Network Rules, Sponsor Bank, and regulatory requirements.

This role will work directly with Commercial Counsel, Product Compliance, Product Management and Product Development to drive compliance for all money movement products. The ideal candidate is adept at building and scaling compliance programs in a fast-paced fintech environment, has demonstrated experience in Payment Network Rule Management, and has a track record of standing up proactive programs to monitor and act on Card Brand rule changes.

In this role, you will develop processes to proactively monitor and analyze Payment Network Rules and regulatory changes, assessing their applicability and potential impact. A key part of your work will involve collaborating closely with Commercial Counsel, Product Compliance, Product Management and Product Development teams to translate these changes into clear requirements and drive their successful implementation. You'll also serve as a primary point of contact, responding to inquiries from Payment Networks and Sponsor Banks and fostering strong relationships with internal and external partners including our Sponsor Banks, the Card Brands, and NACHA.

This role will work to achieve and sustain Card Brand, NACHA and regulatory compliance while ensuring we continue to meet the requirements of our Sponsor Banks, minimizing the potential for financial loss, increased legal or compliance expenses and reputational risk.

Responsibilities

Strategic Analysis & Rule Interpretation

  • Proactively monitor the evolving payments landscape, analyzing and assessing the applicability and business impact of card network, NACHA, and regulatory changes.
  • Serve as a subject matter expert, translating industry rules and requirements into clear, actionable guidance for our Legal, Compliance, & Policy Organization.

 Cross-Functional Partnership & Implementation

  • Collaborate Commercial Counsel, Product Compliance, Product Management to translate industry changes into detailed requirements for Product Development teams.
  • Contribute to the implementation of network and regulatory changes by collaborating with Product Management and Development teams throughout the project lifecycle, from prioritization to monitoring implementation progress.

Risk Management & Incident Response

  • May monitor, investigate, and resolve alerts from third-party vendors regarding potential violations of Payment Network rules, Intuit’s Acceptable Use Policy or Terms of Service.
  • Drive remediation and response strategy for payment network violations by investigating root causes, coordinating corrective actions, and ensuring timely resolution to maintain compliance and mitigate risk.

 Program Oversight & Audit Support

  • Develop, manage, and provide strategic oversight for key compliance programs to ensure they are operating effectively and scale with the business.
  • Support internal and external audits by preparing documentation, liaising with business teams and auditors, and contributing to timely remediation of any findings.

Qualifications

  • Bachelor’s degree in business, accounting, finance, legal studies, or equivalent experience.
  • 5+ years of dedicated experience in fintech product compliance within the Payments industry.
  • 3+ years directly managing Card Brand rule compliance or serving as a rule-change liaison to a card network, acquirer, issuer, or processor.
  • Deep, demonstrated expertise in Card Brand operating regulations (Visa, Mastercard, Amex, Discover) — including rule structure, update cadence, compliance/mandate programs, and enforcement processes — with proven experience designing and operating a formal program to track and disseminate Card Brand rule changes.
  • Working knowledge of payment processing (Credit Card, ACH), electronic fund transfers, and the broader regulatory landscape impacting money movement, including NACHA rules and regulations.
  • Proven project management skills and experience collaborating cross-functionally with multiple stakeholders.
  • Excellent communication and interpersonal skills with the ability to explain complex regulatory requirements.
  • Demonstrated ability to identify, analyze, and resolve complex compliance issues in a fast-paced, evolving environment.
  • Demonstrated AI-first mindset, with experience using AI tools to improve and automate compliance workflows or documentation practices.
  • Exceptional problem solver and self-starter with strong organizational skills.
  • Preferred: PCI or card network-specific certifications, and prior experience within a card brand, issuer, acquirer, or processor organization.
  • Some travel may be required. Estimated 7-10 days annually.
