Job Summary:
The Program Manager leads execution of a high-visibility U.S. Coast Guard technology support program, requiring deep expertise in agile program execution, client relationship management, and delivery oversight. In this role, the Program Manager is the primary point of accountability for successful execution of the OISPL Call over multiple periods of performance, ensuring consistent, high-quality delivery of the supported technology portfolio. This role mentors junior team members, drives program-level improvements, and serves as a senior delivery leader accountable to Government clients and corporate leadership.
Key Responsibilities:
  • Lead execution of a large-scale, multi-year federal technology support program with significant mission-critical scope
  • Serve as the primary interface to the Contracting Officer's Representative (COR) and Contracting Officer (KO)
  • Facilitate program-level meetings, sprint reviews, and retrospectives across multiple development/scrum teams
  • Maintain the delivery schedule, sprint velocity tracking, and rolling delivery forecast against Government requirements
  • Own the program risk register; escalate cross-team blocking risks to the Government
  • Ensure all contractual deliverables are submitted per requirements
  • Oversee sustainment and delivery across modern low-code and SaaS platforms, such as Salesforce, Appian, ServiceNow, and Microsoft Power Platform, alongside traditional enterprise technology stacks
  • Manage team composition, onboarding, and personnel continuity across the program
  • Serve as the authoritative point of contact and trusted advisor to senior Government stakeholders
  • Drive corrective action planning for schedule, cost, or performance variances
  • Mentor and develop program managers and project coordinators across the delivery organization
  • Support business development and growth activities, including capture planning, teaming, and proposal support for follow-on and expansion opportunities within the account

Required Skills & Experience:
  • Must be able to obtain and maintain a Department of Defense Common Access Card (CAC) and pass a favorable fingerprint check and Tier 1 background investigation.
  • Bachelor's degree in business, management, information systems, or a related field required.
  • 10+ years of program management experience with direct management of federal government IT contracts
  • Proven track record managing complex, multi-application technology programs with cross-functional teams
  • Demonstrated experience managing Agile software delivery (Scrum, Kanban, or Scrumban), including sprint planning, backlog management, and release management
  • Strong working knowledge of federal contract administration, deliverable management, and performance-based service contracts
  • Strong leadership, negotiation, and executive communication skills
  • PMP (Project Management Professional) or equivalent experience

Preferred Qualifications:
  • Master's degree in business administration, information systems, or a related field
  • Prior experience supporting U.S. Coast Guard, DHS, or other federal mission-support IT programs
  • Experience overseeing sustainment or delivery on low-code and SaaS platforms such as Salesforce, Appian, ServiceNow, or Microsoft Power Platform
  • PMI-ACP, Certified ScrumMaster (CSM), SAFe Agilist, or equivalent Agile certification
  • Experience managing multi-vendor or multi-BPA-holder collaboration environments
