At Valiant Harbor International, we emphasize our intense focus on helping federal government agencies identify and address organizational challenges to tailor and integrate specific solutions to solve their most difficult problems. Valiant Harbor International is seeking a Senior Research Analyst (Biotechnology SETA) to support the Office of Naval Research (ONR), Warfighter Performance Department (Code 34). The position provides technical, analytical, programmatic, and administrative support in the execution of basic, applied and advanced technology development science and technology (S&T) programs. The successful candidate will extract meaning from complex data relationships, and identify trends, opportunities, and solutions related to customer policy aligned with S&T focus areas. This is a hybrid work environment with occasional travel required.     
Key Responsibilities:

  • Provide comprehensive technical and program management support by assisting with strategic planning, portfolio management, budgeting, technology roadmaps, performance metrics, milestone tracking, and alignment with Department of Defense (DoD) and Department of the Navy (DoN) science and technology priorities.
  • Manage the full lifecycle of research and development programs by supporting proposal development, award administration, contract and grant documentation, deliverable tracking, performance monitoring, transition planning, data analysis, and maintenance of program records and repositories.
  • Develop high-quality technical communications and executive-level products by preparing reports, briefings, budget exhibits, congressional responses, presentations, speeches, marketing materials, website content, and other documentation that effectively communicates program objectives, accomplishments, and impacts.
  • Coordinate stakeholder engagement, meetings, and technical events by planning and supporting program reviews, workshops, demonstrations, field experiments, and technical exchanges; documenting outcomes; capturing action items and success stories; and facilitating communication among government, industry, and academic partners.
  • Support innovation, collaboration, and knowledge management by identifying emerging technologies and transition opportunities, contributing to technical publications and presentations, developing technical concepts and funding strategies, maintaining classified and unclassified information in accordance with policy, and continuously enhancing program effectiveness through training and process improvement.

Required Qualifications:
  • Current TS-SCI Clearance required.
  • Doctor of Philosophy (PhD) or Doctor of Science (ScD) from an accredited college or university plus five (5) years of relevant work experience; or Masterโ€™s Degree from an accredited college or university plus ten (10) years of relevant experience in at least one of the following research disciplines: Microbiology, Biotechnology, Synthetic Biology, Cell and Molecular Biology, Bioengineering, Biochemistry, or related science (non-medical/therapeutics focused).
  • Demonstrated ability to read technical material and synthesize important information and/or briefly summarize the material.
  • Demonstrated knowledge and experience with the defense acquisition process.
  • Experience evaluating white papers and research proposals for scientific merit, innovative approach within the field, research method and statistical analysis approach and rigor.
  • Demonstrated ability to read technical material and synthesize important information and/or briefly summarize the material.
  • Demonstrated ability to communicate visually, construct briefings and information graphics.


Work Environment: Hybrid work environment; three (3) days of telework per week may be authorized. Some travel anticipated.
