Job description
Apogee has an exciting new opportunity for a Policy Analyst (CWC/BWC Task Lead) to support Headquarters United States Air Force (HAF/A10). In this role, you will provide comprehensive analytical, operational, and policy support for the Department of the Air Force (DAF) CWMD and Biodefense enterprises. This support is critical for developing and institutionalizing Doctrine, Organization, Training, Materiel, Leadership & Education, Personnel, Facilities, and Policy (DOTMLPF-P) solutions that enable mission success in a CBRN-contested environment. You will assist in codifying strategy, analyzing threats, defining requirements, and preparing materials for DAF representation in key national and international forums.
The HAF/A10 contract delivers technical, analytical, operational, programmatic, and planning subject-matter expertise to HAF/A10 and its component divisions to advance national security strategic plans, policies, concepts, and initiatives.
This is a full-time, on-site position located at Joint Base Anacostia Bolling in Washington, DC.

- Policy & Position Development. Assist in the analysis and provide draft inputs for official DAF policy, position statements, and responses to Higher Headquarters (HHQ) taskings on treaty-related issues.
- Treaty Impact Analysis, produce analytical reports, impact assessments, and briefing materials on how proposed and existing treaties affect DAF capabilities and operations for government use.
- Compliance & Implementation Oversight. Conduct assessments and generate reports to support DAF-wide implementation and assist in the verification of compliance with all applicable arms control agreements.
- Analysis of In-Force Treaties and Agreements. Conduct continuous research and analysis of the policy and technical details of all current treaties and agreements affecting the DAF. Provide draft inputs and recommendations for implementation strategies, compliance guidance, and operational procedures for DAF personnel.
- Analysis of Proposed Treaties and Agreements. Perform research and analysis on the policy and technical aspects of contemplated treaty provisions, negotiation documents, and implementation plans. Produce detailed assessments on the potential impact of proposed treaties on DAF policy and capabilities.
- Interagency & International Forum Support. Develop studies, analyses, point papers, and briefings to support DAF positions in DoW, USG, and international deliberations. Provide analysis and recommendations for Treaty Compliance Review Groups (CRGs) and other consultative bodies.
- Staff Action & Tasking Support. Prepare draft formal responses to HHQ taskings. Provide analysis and draft inputs for official service positions on treaties under negotiation, delivered via Staff Summary Sheets (SSSs) or other staff instruments that outline findings and recommendations for government approval.
- Develop CWMD Policy, Doctrine, and Strategy. Analyze and synthesize information to assist in codifying CWMD and Biodefense principles into DAF-wide operational strategy, plans, doctrine, and guidance documents
- Conduct Operational and Technical Analysis. Conduct operational analysis of the DAF CWMD, CBRN Defense, and Biodefense enterprises. Evaluate information from S&T and RDT&E to refine procedures and demonstrate capabilities.
- Define and Integrate CWMD Requirements. Support the identification and codification of DAF CWMD requirements within the DAF process and other requirements documents.
- Support CWMD Survivability and Modernization. Conduct reviews, assessments, and data collection to support the CBRN Survivability of mission-critical systems and facilities. Provide analysis to support the integration of CWMD concepts into AF programs and budgets.
- Support Interagency Engagement and Governance Forums. Prepare analytical materials to support DAF representation and advocacy in international, interagency, OSD, Joint Staff, MAJCOM, Service, and other forums involving CWMD.
- Support the AF Biodefense Enterprise. Provide dedicated Biodefense analysis, recommendations, coordination, and integration activities support for DAF/A10 leadership and the AF Biodefense Council in the implementation of National, DoD, and AF Biodefense strategies and policies.
- Manage CWMD Staff Actions and Taskings. Analyze, research, draft, coordinate, and route all daily CWMD requirements and taskings from internal and external organizations (e.g., OSD, JS, HAF).
- Support CWMD/Biodefense Policy and Program Analysis. Review and analyze DoD, Joint, and Air Force programs, strategic documents (e.g., NPR, NDS), and policy directives to determine impacts and equities for the CWMD and Biodefense enterprises.
- Provide CBRN Survivability Program Support. Conduct research and analysis and provide program management support for the DoD CBRN Survivability Program in accordance with DoDI 3150.09.
- Provide Forum and Event Logistical Support. Provide comprehensive SME, logistical, administrative, and security support for all AF/A10-sponsored CWMD, CBRND, and Biodefense forums, meetings, working groups, and conferences.
- Analyze and Integrate Strategic Guidance. Review and analyze high-level strategic documents (e.g., Defense Planning Guidance, Global Campaign Plans, OPLANs) to ensure DAF CWMD and Biodefense equities, threats, and objectives are fully integrated.
- Support the Development of DAF. Requirements Analyze DAF operational needs to provide formal recommendations for CWMD, CBRND, and Biodefense requirements. Prepare analytical products and draft inputs to support government representation and advocacy in Joint, Service, and interagency acquisition and planning forums.
- Conduct CWMD Gap Analyses. Conduct studies and analysis to identify and analyze CWMD and Biodefense operational readiness and planning gaps, informed by capabilities documents and best practices from allied, joint, and interagency partners.
Minimum Experience:
Citizenship: Must be a US citizen
Clearance: Must possess a Top Secret level clearance with (SCI, SAP, and SAR) eligibility - and maintain it
Education: Bachelor's degree
Years of Experience: Ten (10) years of experience in the respective technical/professional discipline; to include five (5) years of DoD experience
