Citizens Behavioral Health provides high-quality behavioral health services through our Partial Hospitalization Program (PHP) and Intensive Outpatient Program (IOP) for adults and youth. Our mission is to deliver compassionate, evidence-based care while maintaining the highest standards of compliance, documentation, and operational excellence.

We are seeking an experienced Billing & Records Manager to oversee revenue cycle operations, insurance billing, medical records management, and compliance activities. This position plays a critical role in supporting both financial performance and quality client care.

Position Summary

The Billing & Records Manager is responsible for managing billing processes, insurance claims, client records, and compliance documentation across the organization. This role ensures accurate reimbursement, secure records management, and operational readiness while supporting the clinical team and organizational leadership.

Key Responsibilities
  • Manage insurance verification and eligibility processes for new and existing clients.
  • Submit and monitor insurance claims for behavioral health services.
  • Process payments, reconcile billing records, and maintain accurate financial documentation.
  • Research and resolve claim denials, payment issues, and reimbursement discrepancies.
  • Monitor accounts receivable and support revenue cycle performance.
  • Prepare financial and billing reports for organizational leadership.
Medical Records Management
  • Maintain accurate, organized, and secure client records.
  • Monitor record completeness and documentation quality.
  • Manage intake documentation, assessments, treatment records, and discharge files.
  • Process authorized requests for records and information releases.
  • Ensure proper records retention and documentation procedures.
Compliance & Quality Assurance
  • Support compliance with HIPAA, confidentiality requirements, and organizational policies.
  • Conduct routine chart reviews and documentation audits.
  • Prepare records and documentation for audits, reviews, and inspections.
  • Monitor documentation standards and support corrective action when necessary.
  • Maintain staff credential, licensure, and training records.
Authorization & Insurance Coordination
  • Coordinate treatment authorizations and continued service approvals.
  • Monitor authorization timelines and renewal requirements.
  • Work closely with clinical staff to obtain necessary supporting documentation.
  • Communicate with insurance providers and payer organizations regarding coverage and authorization needs.
Administrative Operations
  • Support organizational reporting, data tracking, and operational processes.
  • Coordinate with accounting and leadership on financial reconciliation activities.
  • Maintain billing, office, and administrative supplies as needed.
  • Assist with special projects and process improvement initiatives.
Required Qualifications
  • Associate’s Degree or higher in Healthcare Administration, Business Administration, Accounting, Medical Billing, or a related field preferred.
  • Minimum 2 years of experience in medical billing, healthcare administration, records management, or revenue cycle operations.
  • Experience working with insurance claims, billing systems, and electronic health records.
  • Strong understanding of healthcare documentation and records management practices.
  • Excellent organizational, analytical, and problem-solving skills.
  • Ability to manage multiple priorities while maintaining accuracy and attention to detail.
  • Strong communication and customer service skills.
