ATCC, a global nonprofit that provides trusted biological materials for science and health, is seeking a Senior Manager, Bids & Proposals to lead the proposal function and end-to-end capture and development of high-quality compliant proposals to target customers. This position leads proposal management for priority opportunities for ATCC Federal Solutions and manages and mentors a team executing multiple concurrent bids, maintains systems for capturing and reusing proposal content, and holds accountability for compliance, quality, and on-time delivery across all submissions
 
The Senior Manager provides strategic leadership, manages a high-performing proposal team, and partners cross-functionally to deliver competitive, scalable growth solutions. This is a hybrid role (4 days onsite, 1 day virtual) based in Manassas, VA.

  • Proposal Center Management: Lead the proposal function and ensure best in class proposal development for submissions.  The role encompasses understanding of full capture lifecycle and proposal development from kickoff through submission, ensuring compliant, high-quality deliverables aligned to evaluation criteria and customer requirements.
  • Team Leadership & Performance: Manage, develop, and evaluate proposal staff, ensuring execution of multiple concurrent bids with consistent quality, timeliness, and 100% compliance.
  • Process Optimization & Compliance: Establish and continuously improve standardized tools, templates, and workflows, ensuring adherence to regulated documentation practices and proposal governance.
  • Cross-Functional Collaboration: Partner with BD, portfolio leaders, and functional teams to translate technical, operational, and quality capabilities into compelling, compliant proposals.
  • Knowledge & Data Management: Maintain proposal content libraries and CRM records to enable reuse, consistency, and visibility across pipeline, capture, and submission activities.

  • Bachelorโ€™s degree and 10 or more yearsโ€™ experience or equivalent experience.
  • Demonstrated ability to independently lead complex capture strategies and proposal portfolios with significant autonomy and accountability.
  • Proven experience managing proposal or capture teams in regulated environments with multiple concurrent submissions.
  • Strong understanding of government procurement processes and compliant proposal development standards.
  • Advanced writing, editing, and communication skills for technical and operational content.
  • Experience developing standardized proposal tools, templates, and process improvements.
  • Preferred: Background leading proposal functions at life sciences, biotech, biodefense organizations. 
  • Preferred: Experience with CRM systems and knowledge management platforms for proposal and pipeline tracking.
  • Preferred: Degree or advanced degree in biology or related field.  

The expected salary range for this position is $150,000 to $170,000 annually. Actual compensation will be determined based on experience and qualifications as well as internal equity and alignment with market data. In addition to base salary, this role may be eligible for additional incentive compensation including regular merit increases and the corporate bonus program.
