Title: Executive Director

Department: Facilities/Administration

Status: Full Time/Salary/Contracted

Education: Bachelor's Degree in Recreation Administration, Business Administration, Finance, Sports Management, Public Relations or a relevant area. Work experience in lieu of education will be considered. Must be strong in organizational leadership with progressively responsible management duties. Experience should be sufficient to thoroughly understand operational, financial, and strategic functions of department subunits. This is typically three to five years of related experience.

Position Summary: This executive-level position is responsible for planning, developing and directing Camdens Recreation facilities and programs with a strong emphasis on financial stewardship, operational performance, and strategic planning. The Executive Director reports directly to the Camden County Public Service Authority Board and oversees a diverse workforce, ensuring that all decisions, programs and initiatives are guided by sound financial practices, data-driven analysis and alignment with the PSA Board. The role requires independent judgment, strong business acumen, and the ability to interpret both community needs and organizational financial realities to guide operational priorities.

Essential Responsibilities/Duties:

  • Leads development of annual operational budget with a strong focus on forecasting, revenue analysis, cost controls and resource allocation.
  • Monitors financial performance using operational analytics and recommends adjustments to ensure fiscal responsibility.
  • Oversees approved budgetary expenditures and implements financial controls.
  • Prepares and analyzes financial reports for presentation to the Board.
  • Plans, develops and directs Recreation programs, services and facility operations.
  • Utilizes data and community assessments to drive program development and resource allocation.
  • Manages departmental personnel and evaluates staff performance.
  • Integrates Recreation programs with public and private partners.
  • Prepares federal, state and private grant requests.
  • Solicits funds and sponsorships from organizations and individuals.
  • Directs public information efforts.
  • Prepares agendas and reports for monthly Board meetings.
  • Performs related duties as required.
  • May be required to obtain additional certifications based on assigned responsibilities
  • May be assigned additional, unrelated responsibilities in times of Emergency Management activation.

Knowledge, Skills, and Abilities:

  • Extensive knowledge of financial management, budgeting and forecasting.
  • Strong understanding of business operations within public recreation environments.
  • Understanding of parks and recreation programs, facilities and maintenance.
  • Ability to lead data-driven decision-making and establish measurable performance metrics.
  • Ability to manage staff with a focus on accountability and operational excellence.
  • Ability to maintain effective relationships with officials, organizations and the public.
  • Ability to interpret and implement policies of the PSA Board of Directors.

Working Environment: The work performed is typically in an office and outdoor locations with exposure to occasional inclement weather.

Physical and Other Requirements: Requires sitting for extended periods, walking, bending, stooping and lifting up to 35 lbs. Includes extended periods of computer use and operation of a motor vehicle. Some exposure to hazardous materials. A valid drivers license is required.
