Location: Chicago & Naperville, IL
Salary: $110,000 - $120,000 annually, commensurate with experience
Bonus: Eligible for annual performance-based bonus
Travel: Significant multi-state travel required

Qualifications

Required

  • High school diploma or GED.
  • Minimum of five (5) years of construction or capital project management experience.
  • Demonstrated experience writing scopes of work, managing competitive bid processes, administering contracts, and overseeing contractor performance.
  • Strong knowledge of multifamily building systems including roofing, HVAC, plumbing, electrical, building envelope, and common area renovations.
  • Ability to diagnose root causes of building system failures and develop cost-effective solutions.
  • Strong budget management and cost-control experience.
  • Excellent organizational, communication, and project management skills.
  • Valid driver's license and reliable personal vehicle.

Preferred

  • Degree or coursework in Construction Management, Engineering, Architecture, Facilities Management, or a related field.
  • Owner-side capital project management experience within occupied multifamily housing communities.
  • Experience supporting affordable housing, HUD-regulated properties, or NSPIRE compliance initiatives.
  • Familiarity with property management software and project management platforms.

Travel & Work Requirements

  • This position requires significant travel throughout Banner’s multi-state portfolio.
  • Quarterly site visits to all assigned properties are required, with additional travel based on project activity and operational needs.
  • Candidates must reside within 60 minutes of a major Chicago-area airport.
  • Non-travel workdays will be split between Banner's Chicago and Naperville offices.
  • Occasional after-hours availability may be required to address urgent capital project needs or emergency building system failures.

Banner Property Management is seeking an experienced Capital Project Manager to lead capital improvement projects across our growing multifamily housing portfolio. This position serves as the owner's representative, responsible for identifying capital needs, developing project scopes, managing competitive bid processes, overseeing contractor performance, and ensuring projects are completed on time, within budget, and to the highest quality standards.

Reporting directly to the Vice President of Construction, the Capital Project Manager will partner closely with the property operations team and leadership to preserve asset value, improve resident experience, and maximize long-term property performance.

Key Responsibilities

Capital Project Management

  • Conduct site visits to assess property conditions, diagnose building system issues, and determine appropriate repair or replacement solutions.
  • Develop scopes of work, bid packages, and project specifications for capital improvement projects.
  • Solicit, evaluate, and negotiate contractor proposals based on scope, qualifications, pricing, and schedule.
  • Award contracts and oversee project execution from mobilization through closeout.
  • Manage multiple active projects across a multi-state portfolio while maintaining budget and schedule discipline.
  • Review contractor invoices and change orders, ensuring costs remain aligned with project scope and market pricing.
  • Serve as the primary capital project resource for regional managers, property teams, and operations leadership.
  • Prioritize project requests based on life-safety concerns, asset preservation, and operational impact.

Financial & Operational Oversight

  • Own project budgets from award through closeout and proactively identify cost risks before they become overruns.
  • Monitor capital spending and provide variance analysis on active and completed projects.
  • Collaborate with leadership to develop annual capital plans and budget forecasts.
  • Identify opportunities to reduce capital expenditures through improved scoping, competitive bidding, and root-cause solutions.
  • Ensure capital investments support long-term asset performance and investor objectives.

Project Administration & Reporting

  • Maintain complete project files including contracts, bids, permits, inspections, change orders, and closeout documentation.
  • Prepare regular project status updates for construction and operations leadership.
  • Maintain portfolio-wide capital project dashboards and reporting.
  • Coordinate project schedules with property teams to minimize resident and operational disruption.
  • Document lessons learned to improve future project planning and execution.

Compliance & Safety

  • Ensure projects comply with applicable building codes, safety regulations, and company standards.
  • Verify contractor licensing, insurance coverage, and safety compliance.
  • Maintain required permits, inspection records, certifications, and project documentation.
  • Support emergency capital needs and coordinate rapid contractor response when critical building system failures occur.
  • Assist with NSPIRE inspection readiness and compliance requirements, including HUD-regulated communities where applicable.
