Job Title: Proposal Manager – Federal & Government Contracts
Department: Business Development / Government Contracts

Position Overview
We are seeking an experienced Proposal Manager to identify, manage, and respond to federal, state, and local government contracting opportunities. The Proposal Manager will play a critical role in helping our organization secure government contracts by researching opportunities, coordinating proposal development, and submitting compliant and competitive proposals.
This role requires strong knowledge of government procurement processes, proposal writing, and compliance with federal contracting regulations.
Key Responsibilities
Opportunity Identification
  • Monitor and identify federal, state, and local government contracting opportunities through platforms such as:
    • SAM.gov
    • GovWin
    • state procurement portals
    • local government bid boards
  • Evaluate Requests for Proposals (RFPs), Requests for Quotes (RFQs), and Requests for Information (RFIs).
  • Determine bid/no-bid decisions in collaboration with leadership.
Proposal Development
  • Lead the full lifecycle of proposal development from opportunity identification to submission.
  • Coordinate with internal teams to gather required information and documentation.
  • Write and edit technical and staffing proposals for government solicitations.
  • Ensure all proposals comply with government procurement requirements.
Proposal Submission & Compliance
  • Manage proposal timelines and submission deadlines.
  • Ensure proposals meet formatting, compliance, and documentation requirements.
  • Maintain proposal templates and documentation libraries.
  • Track submitted proposals and follow up on award decisions.
Government Contract Strategy
  • Develop strategies to improve proposal competitiveness.
  • Identify teaming and subcontracting opportunities with other contractors.
  • Support the development of government contracting capabilities within the company.
Qualifications
Required
  • 4+ years experience in government proposal management or government contracting
  • Experience responding to RFPs, RFQs, and RFIs
  • Familiarity with SAM.gov and federal procurement processes
  • Strong writing, editing, and proposal development skills
  • Ability to manage multiple proposals and deadlines simultaneously
  • Excellent attention to detail and compliance standards
Preferred
  • Experience in staffing or workforce solutions proposals
  • Knowledge of FAR (Federal Acquisition Regulations)
  • Experience with GovWin or other procurement platforms
