Job Description:
Parsons is seeking an in-country Country Manager to provide leadership, guidance, and technical expertise to Iraq-based Counter Unmanned Aircraft Systems (C-UAS) teams. The Iraq C-UAS Country Manager will be responsible for understanding and managing system installation, electrical system design principles, risk assessment, Counter Unmanned Aircraft System, Radar systems, tactical radio networks, Test and Evaluation experience, watch schedule preparation and execution, and piloting Unmanned Aircraft Systems (UAS).
What You'll Be Doing:
  • Oversees C-UAS activities at the Baghdad Embassy Compound (BEC), Baghdad Diplomatic Support Center (BDSC) and Erbil Consulates, as well as other areas under the responsibility of the Iraq Chief of Mission.
  • Coordinates with the ESC Officer-in-Charge (OIC) for all FSW communication, USMI coordination, life-support issues, health and welfare, UAS outages, equipment maintenance, and performance.
  • Supervises and manages up to four geographically separated C-UAS teams and/or locations.
  • Provides executive level updates on regional activities and operations after United States Government (USG) approval
  • Shapes USMI C-UAS operations, maintenance, and testing procedures and schedules.
  • Conducts planning and execution of assigned projects through all phases of the project lifecycle, from initial discovery through project close-out.
  • Provide technical advice on C-UAS capabilities to the Engineering Security Center (ESC) Officer in Charge
  • Conducts periodic and refresher training in accordance with program guidance from USG and third-party contractors regarding the proper use and use, care, maintenance, and preventive maintenance of assigned systems.
  • Presents information and briefings to senior managers orally and in writing.
  • Evaluate and analyze Table of Frequency Allocations and planned changes to the RF Spectrum. Identifies areas where compatibility testing should be performed to prevent frequency fratricide.
  • Coordinates with appropriate federal, non-federal, military, and other government officials of the US and foreign countries to carry out the above actions.
  • Maintains accountability of tracked assets, spares, operating equipment, sub-custody equipment, and project tools through weekly, quarterly, and annual inventories.
  • Review, compile, and submit the Weekly Activity Report to the Operations Manager.
  • Coordinate with Ops Manager to ensure the rotational schedule and R&R schedules are up to date and all the flight information has been submitted.
  • Review and approve watch schedules 10 days before the beginning of the month.
  • Participate in the decision making process for track affiliation and threat decision matrix.
  • Update the distribution list, team mailboxes, and email templates as necessary to accommodate for personnel changes and updated guidance given by ESC or the Program Office.
  • Creates work orders for scheduled and non-scheduled maintenance activities within Computerized Maintenance Management System (CMMS)
  • Ensure all emergency and routine C-UAS maintenance are conducted and reported in CMMS
  • Ensure duty logs, system logs, incident reports, and story boards are submitted within the prescribed time frame.
  • Backfills Field Service Watchstander (FSW) positions as required during periods of absence to ensure 24/7/365 watchstander coverage.

What Required Skills You'll Bring:
  • Bachelor's Degree is required or 8 years' C-UAS experience in lieu of education
  • Preferred degree of study: Business Management, Technology Management, Project Management and/or Engineering, Construction Engineering or related area of study
  • Candidate must have 10+ years' experience in personnel management including the ability to manage diverse, multi-functional teams responsible for delivering high-quality technical solutions on time and within budget.
  • Experience effectively and professionally communicating technical and program related information to multiple stakeholders and adherence to established communications plans.
  • Candidate must be able to manage multiple tasks with competing priorities in dynamic, politically sensitive environments ensuring customer expectations are managed.
  • Candidate should have 5+ years of technical project management experience related to RF Systems, Information Technology, and testing and evaluation.
  • Must have knowledge and experience developing project management plans, communication plans, project budget and schedules, identifying and managing risk.
  • Must demonstrate experience the successful planning, development and the implementation of project in terms of cost, schedule and scope.

What Desired Skills You'll Bring:
  • PMP Certification or equivalent experience
  • Candidate shall possess a valid Remote Pilot Certificate under Part 107 of Federal Aviation Administration and demonstrate understanding of regulations, requirements, and procedures for flying UASs.
  • Candidate shall be proficient in UAS operations and demonstrate the ability to remotely pilot air vehicles in the Iraq inventory to include DJI, Autel, and proprietary UAS platfoms
  • Candidate will possess a working knowledge of construction project management, US Department of State Federal Affairs Handbook (FAH) requirements, industry standards, such as PMI, for project management.

An active Secret security clearance is required for this position.

Salary Range: $103,500.00 - $181,100.00
