Job description

Summary Description:
Under the direction of the director, Department of Compliance and Investigations, the coordinator, Background Screening provides leadership, coordination, oversight, and accountability for the Montgomery County Public Schools (MCPS) background screening program. The coordinator is responsible for ensuring the effective administration of background screening services and compliance with applicable federal, state, and local laws, regulations, and MCPS policies governing personnel screening activities; develops and monitors operational procedures, internal controls, performance measures, and accountability standards to support program integrity, regulatory compliance, risk mitigation, and continuous improvement; supervises and coordinates the work of background screening personnel. The coordinator serves as the department's subject matter expert and collaborates with school and district leaders to support background screening initiatives, compliance reviews, corrective actions, and strategic priorities that strengthen program integrity and organizational accountability. Supports the Department of Compliance and Investigations with administrative investigations, complaint reviews, and other compliance-related matters as assigned. Physical Demands: Position requires sustained operation of keyboard devices, twisting, turning, stooping, bending, walking, lifting, standing, and sitting. Travel to schools and offices throughout the district may be required. May be required to transport fingerprinting equipment and related materials. Special Requirements: Ability to work a flexible schedule, including evenings, weekends, and outside the normal duty day.

KNOWLEDGE SKILLS ABILITIES:
Thorough knowledge of federal, state, and local laws, regulations, policies, and best practices related to background screening, fingerprinting, criminal history reviews, personnel compliance, records management, confidentiality, privacy, and auditing requirements. Knowledge of program administration, compliance monitoring, operational assessment, internal controls, risk management, and process improvement principles. Ability to develop and implement procedures, performance measures, accountability standards, and corrective action strategies. Demonstrated ability to coordinate complex projects, initiatives, and operational activities involving multiple stakeholders; analyze and interpret data; assess compliance and operational risks; develop recommendations; and prepare reports and presentations for leadership. Ability to exercise sound judgment in sensitive and confidential matters. Knowledge of research, fact-finding, documentation, and investigative support practices. Ability to analyze information from multiple sources, evaluate compliance issues, maintain confidentiality, prepare reports, and communicate findings and recommendations to support operational and investigative activities. Excellent organizational, analytical, interpersonal, oral, and written communication skills. Ability to build collaborative relationships and provide leadership, guidance, training, and technical assistance to staff and stakeholders. Proficiency with Microsoft Office applications, Google Workspace, database systems, reporting tools, and other technology platforms used to support program operations and decision-making. Knowledge of or ability to quickly obtain knowledge of and apply the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System.
Bachelor's degree from an accredited college or university in public administration, human resources management, business administration, criminal justice, organizational leadership, public policy, or a related field. Master's degree preferred. Minimum of five years of progressively more responsible experience in a related field. Considerable experience administering, coordinating, auditing, investigating, managing, or overseeing programs involving personnel compliance, background screening, human resources operations, risk management, regulatory compliance, or related functions. Experience leading projects, implementing operational improvements, conducting data analysis, and preparing recommendations and reports for leadership preferred. Other combinations of applicable education, training, and experience that provide the knowledge, skills, and abilities necessary to perform effectively in the position may be considered.

Certificate License:
Must obtain and maintain fingerprinting certification required by the Maryland Department of Public Safety and Correctional Services within three months of hire.
