Job description

Scope of Services This resource will be assigned to the Cloud Migration and Modernization Project and will work exclusively on this project. Expert Developer is a member of a full lifecycle project development team. Develops custom software applications and databases, implements enhancements to existing systems, troubleshoots application issues, implements integration between applications, and implements and supports the activities of the Project Team.

Must be able to make high-level design choices and implement solutions following technical standards, including software coding standards, tools, and platforms for the enterprise. Work directly with subject matter experts (SME) and other stakeholders to ensure solutions meet defined requirements. Will be involved, and work in concert with other team members, to analyze, design, implement, and test solutions.

Education Bachelor's or Master's Degree in Computer Science, Information Systems, or other related field. Or equivalent work experience. Experience Five (5)+ years as a lead developer, working through the full software development lifecycle.

Eight (8) + years of broad experience working with Microsoft development technologies including Microsoft .NET (C#), ASP.NET and .NET Core, Azure DevOps and CI/CD Pipelines, Azure Functions, ORMS including Entity Framework, SQL Server. Eight (8) + years of experience working with additional technologies for web development including WCF/WebAPI (REST, SOAP, XML), JavaScript front end frameworks (such as Angular, React), HTML5, SASS and CSS Frameworks (such as Bootstrap or Tailwind), Server-Side Rendering web technologies. Experience with additional development stacks/technologies such as the NodeJS ecosystem, other relational (Oracle, IBM DB2) and NoSQL Databases (MongoDB), Python, and GIS frameworks is highly desired

Experience with Scrum, SAFe, DAD, or other agile approach, highly desired. Experience with PowerBI, or other reporting platforms is highly desired. Candidates with resumes reflecting extensive data migration / replication experience leveraging ETL solutions will be given preference.

Candidates with a deep understanding of Azure services and experience in implementing cloud solutions will be prioritized. Primary Job Duties/Tasks The submitted candidate must be able to perform the following duties and/or tasks: 1. Responsible for full lifecycle application development.

Ensures code is written to implement the architecture and design such that it meets standards in terms of code quality and efficiency. 2. Fully unit test all solutions prior to User Acceptance Testing and implementation.

3. Initiate, drive and deliver effective experiences in partnership with distributed cross-functional teams to ensure all aspects of the architectural vision are communicated, supported and delivered to the highest standards; align core .NET based platform development initiatives with Department development vision, strategy and deployment 4. Develop and apply knowledge of trends, relevant software development technologies and methodologies

Job Specific Knowledge, Skills, and Abilities (KSAs) The submitted candidate must be able to apply specific knowledge, skills, and abilities in the following areas: 1. Knowledge of design patterns, performance issues and troubleshooting strategies. 2.

Knowledge of development methodologies including waterfall and agile. 3. Skilled in the use of multiple development technologies including Microsoft .NET (C#), ASP.NET and .NET Core, Azure DevOps and CI/CD Pipelines, Azure Functions, ORMS including Entity Framework, SQL Server

4. Skilled in working with custom frameworks and templates. 5.

Skill in architecting and deploying high volume, high transaction based, distributed and redundant web applications. 6. Skill with Microsoft SQL and other Relational Database Management Systems (RDBMS) including Oracle.

7. Skilled in verbal and written communication, interpersonal, conflict resolution, and customer service. 8.

Ability to work effectively in a fast-paced, high volume, deadline-driven environment. 9. Ability to balance multiple demands and work both independently and as part of a team.

10. Ability to conduct complex systems analysis and translate user requirements into business solutions. 11.

Ability to integrate research and best practices into problem avoidance and continuous improvement. 12. Ability to architect cloud-based applications leveraging PaaS (Platform as a Service) and IaaS (Infrastructure as a Service) offerings for leading vendors such as Microsoft Azure and Amazon Web Services.

13. Ability to lead technical teams in delivering web technology architecture, design, and implementation. 14.

Ability to effectively work as part of a distributed development team. 15. Ability to display professionalism in dealing with all levels of management and staff.
