Technical Project Manager - Healthcare AWS Migration

Location: Quincy, MA (Hybrid) (Typically 1x per month, but projects may demand a few times per month as needed)
Duration: 12-Month Contract (Potential Extension)
Schedule: Monday-Friday - Standard business hours
Work Authorization: Must be authorized to work in the United States
Local Candidates Preferred: Must be able to work onsite in Quincy, MA several times per month

Overview

We are seeking an experienced Technical Project Manager (TPM) to lead a large-scale Healthcare AWS Migration Program supporting a major Massachusetts healthcare organization. This role will oversee the migration of critical Health Safety Net (HSN) systems to AWS while ensuring alignment between business objectives, technical architecture, security requirements, and project delivery goals.

The ideal candidate will bring strong IT project management expertise, cloud migration experience, exceptional stakeholder management skills, and a proven ability to lead cross-functional teams in a highly collaborative and matrixed environment.

Key ResponsibilitiesProject Leadership & Governance
  • Lead all aspects of the HSN AWS migration program, ensuring successful delivery across discovery, design, build, migration, testing, training, and operational readiness phases.
  • Establish and maintain project governance, status reporting, issue management, risk mitigation, and escalation processes.
  • Ensure compliance with organizational IT, security, quality assurance, change management, and release management standards.
  • Facilitate project meetings, stakeholder reviews, steering committee discussions, and executive status updates.
Program & Vendor Management
  • Manage project schedules, milestones, deliverables, and resource allocation across multiple technical teams and vendors.
  • Oversee vendor performance, project reporting, and contract-related activities as assigned.
  • Coordinate activities across business, technical, infrastructure, security, privacy, and shared service teams.
  • Drive accountability for project outcomes while maintaining strong relationships with leadership and key stakeholders.
Planning & Execution
  • Develop and maintain integrated project roadmaps, project plans, work breakdown structures, timelines, and deliverables.
  • Define project scope, resource requirements, budgets, and staffing needs.
  • Monitor project progress and implement corrective actions when necessary.
  • Ensure successful completion and approval of all project deliverables.
Documentation & Compliance
  • Maintain project documentation, repositories, version control, and audit readiness.
  • Enforce change control processes and organizational governance standards.
  • Support business continuity and operational readiness requirements.
  • Follow established change order and amendment procedures when required.
Required QualificationsExperience
  • Extensive experience leading complex IT projects with full accountability for scope, budget, schedule, and successful delivery.
  • Proven experience managing projects through the Software Development Life Cycle (SDLC).
  • Experience leading AWS cloud migration initiatives or similar cloud transformation projects (AWS preferred; Azure experience also considered).
  • Experience working within formal governance frameworks and reporting structures.
  • Strong understanding of project budgeting, resource planning, risk management, and vendor management.
Technical Knowledge
  • Strong knowledge of AWS services and cloud migration strategies.
