Job description

ITnova is seeking an experienced Enterprise GIS Program Manager to provide strategic, technical, and programmatic leadership for a large-scale enterprise GIS modernization and integration program supporting a major transportation and infrastructure organization. The successful candidate will lead enterprise GIS strategy, architecture, governance, geospatial data management, platform modernization, systems integration, GIS automation, analytics, and infrastructure asset management initiatives across multiple business lines. This role requires a senior GIS leader with extensive experience in Esri Enterprise technologies, enterprise GIS architecture, spatial databases, GIS governance, EAM integration, BIM/CAD/LiDAR workflows, cloud technologies, and multidisciplinary program leadership.

Key Responsibilities

  • Lead enterprise GIS strategy and program delivery, including modernization roadmaps, governance frameworks, technical requirements, architecture, and enterprise-wide implementation initiatives.
  • Manage enterprise geospatial data and governance, including spatial databases, centralized GIS repositories, data models, master data management, data quality, standards, and interoperability.
  • Lead enterprise GIS platform architecture and administration, including Esri Enterprise GIS, cloud-based GIS environments, Common Data Environments (CDE), security, performance, scalability, and enterprise geospatial services.
  • Design and oversee GIS integrations with Enterprise Asset Management (EAM), BIM, CAD, LiDAR, engineering, asset management, and other enterprise systems, including Infor, IBM Maximo, Bentley, PeopleSoft, Power BI, OpenShift, and enterprise middleware platforms.
  • Develop GIS analytics and decision-support solutions, including geospatial dashboards, Power BI integrations, advanced spatial analytics, 3D visualization, Building Intelligence, and emerging technologies such as Nearmap AI.
  • Lead GIS automation and data engineering initiatives, including FME Enterprise workflows, automated ETL processes, data integration, and GIS/EAM data synchronization.
  • Support infrastructure and asset management applications across transportation, aviation, marine, rail, roadway, bridge, tunnel, utility, and other infrastructure environments.
  • Provide technical leadership and advisory services, including architecture reviews, technology evaluations, technical documentation, implementation plans, standards, and recommendations to executive and technical stakeholders.
  • Coordinate multidisciplinary teams and stakeholders across engineering, IT, operations, asset management, business units, and external consultants to deliver complex enterprise GIS initiatives.

Required Qualifications

  • Bachelor's degree in Geographic Information Systems, Geography, Civil Engineering, Computer Science, Information Systems, or a related discipline.
  • Minimum of 10 years of progressively responsible experience leading enterprise GIS programs, initiatives, or complex geospatial technology environments.
  • Demonstrated experience developing and implementing:
  • Enterprise GIS strategies
  • GIS governance frameworks
  • Enterprise GIS architecture
  • Modernization roadmaps
  • Geospatial data management programs
  • Extensive experience with Esri Enterprise technologies and enterprise GIS architecture.
  • Experience designing and managing enterprise spatial databases and centralized geospatial data repositories.
  • Demonstrated experience with spatial data governance, data quality, master data management, and enterprise data standards.
  • Experience integrating GIS with Enterprise Asset Management systems, including Infor, IBM Maximo, or comparable platforms.
  • Experience with BIM, CAD, LiDAR, and enterprise geospatial data integration.
  • Strong knowledge of cloud-based GIS architecture and enterprise integration technologies.
  • Experience leading multidisciplinary technical teams and coordinating complex, enterprise-wide initiatives.
  • Proven ability to manage multiple concurrent initiatives, priorities, stakeholders, and technical dependencies.
  • Excellent written and verbal communication skills.
  • Demonstrated ability to present complex technical information to executive leadership and non-technical stakeholders.

Preferred Qualifications

  • Master's degree in GIS, Engineering, Information Systems, Computer Science, or a related field.
  • Esri Enterprise Administration, ArcGIS Professional, or equivalent GIS certifications.
  • Experience implementing and administering FME Enterprise.
  • Experience integrating GIS with:
  • Microsoft Power BI
  • Bentley platforms
  • PeopleSoft
  • Enterprise middleware and integration platforms
  • Experience supporting transportation, aviation, marine ports, bridges, rail, roadway, or other public infrastructure agencies.
  • Experience implementing Common Data Environments (CDE).
  • Knowledge of Nearmap AI and advanced geospatial analytics technologies.
  • Experience supporting enterprise digital transformation and infrastructure modernization programs.
  • Experience with Linear Referencing Systems (LRS).
  • Experience with utility networks, infrastructure asset inventories, or spatially enabled asset management.
  • Familiarity with large transportation or infrastructure agency GIS environments.
