Job description

Harris Miller Miller & Hanson Inc. (HMMH) is a trusted leader in the study, assessment, and mitigation of environmental impacts on communities from new and existing transportation infrastructure. We provide consulting services to government and private sector clients related to aviation, highway, rail, transit, industrial, construction, military, recreational, and entertainment projects.

We have an immediate opening in the Aviation Environmental & Sustainability Group for a Project Manager in a hybrid position based in Fort Lauderdale, FL, with the Broward County Aviation Department (BCAD).

This exciting position will provide project management and program controls support to our client's environmental and construction projects. The initial assignment will focus on onsite support for BCAD capital and environmental initiatives and is expected to span 12-18 months. Upon completion, the position will transition to a fully remote role, focusing on environmental and construction consulting for airports nationwide.

Since our founding in 1981, HMMH has delivered expert assistance to more than 200 airports worldwide. The Aviation Environmental & Sustainability Group analyzes, evaluates, and develops solutions for challenging issues faced by airport clients, including noise and air quality studies, sustainability and climate action plans, NEPA documentation, environmental impact mitigation, stakeholder engagement, and regulatory compliance.

Position Responsibilities:

  • Manage a range of large and complex consulting and construction projects within the Aviation Environmental & Sustainability Group, focusing on noise (e.g., Part 150 or sound insulation projects), air quality, NEPA, sustainability, climate, or other environmental and construction topics for airports nationwide.
  • Develop, integrate, maintain, and analyze project- and program-level schedules for capital programs, ensuring alignment across planning, design, procurement, construction, and closeout phases.
  • Oversee all project phases, including planning, programming, design, bid documentation, procurement, construction administration, and warranty administration.
  • Prepare and negotiate professional services and construction agreements, amendments, and Board Agenda Items to solicit services.
  • Use quantitative skills to analyze data; management skills to lead teams of HMMH staff, sub-consultants, and contractors; and communication skills to prepare and oversee polished documentation for technical and non-technical audiences.
  • Develop and revise policies, procedures, performance standards, and scheduling protocols to standardize project management processes and ensure quality control/quality assurance (QC/QA).
  • Coordinate with stakeholders, including local, state, and federal agencies (e.g., County Attorneys, Purchasing, Small Business Division, FDOT, TSA, and other regulatory bodies).
  • Consistently identify new market opportunities and grow business in current markets.
  • Develop complex proposals and contribute to technical reports, master plan studies, and presentations.
  • Mentor and train staff in effective project management, scheduling, and leadership practices.
  • Assist with budget planning, cost estimation, fiscal reporting, and schedule performance monitoring for projects.
  • Travel to meet clients in-person, attend conferences, and represent HMMH at meetings and seminars (approximately 10-15% travel after the initial onsite period).
  • Perform related duties as assigned.

Minimum Requirements:

  • Bachelor's degree in Sustainability, Environmental Management, Airport Management, Architecture, Engineering, Construction Management, or a closely related field.
  • 8+ years of relevant experience leading airport planning, environmental, construction, or capital improvement projects, with demonstrated on-time and on-budget performance.
  • At least 3-5 years of experience developing, integrating, and managing project- and program-level schedules for capital programs or projects with comparable complexity.
  • Proficiency in Primavera P6 and Microsoft Project.
  • Experience managing people (staff, sub-consultants, and contractors).
  • Strong quantitative and analytical skills, including advanced proficiency in Excel and PowerPoint.
  • Motivated self-starter capable of producing required work products, performing independent analysis, and proactively identifying issues requiring leadership direction with minimal supervision.
  • Effective written and oral communication skills, with a focus on reporting technical information to non-technical audiences.
  • Detail-oriented with the ability to manage multiple projects and priorities effectively in a fast-paced environment.
  • Flexible, collaborative team player, comfortable working independently and onsite during the initial assignment period.
  • Personal interest in aviation, airports, environmental management, or transportation.
  • Ability to pass a Criminal History Records Check (CHRC) and Security Threat Assessment (STA) for a Security Identification Display Area (SIDA) Badge, as required by the Transportation Security Administration (TSA).
  • Must provide a complete 10-year work history for verification.

Preferred Qualifications:

  • Master's degree in Sustainability, Environmental Management, Airport Management, Architecture, Engineering, or Construction Management.
  • Project Management Professional (PMP) certification.
  • Registration as a professional architect or engineer.
  • Accredited Airport Executive (AAE) or International Airport Professional (IAP) certification.
  • Knowledge of the National Environmental Policy Act (NEPA) and environmental regulatory programs.
  • Familiarity with Broward County Aviation Department (BCAD) processes, Fort Lauderdale-Hollywood International Airport (FLL) capital programs, and the Airport Expansion Program.
  • 5+ years of experience in design, construction, or project management for a Large Hub Airport.
  • 5+ years of experience in government contract procurement and management of complex, large-scale vertical construction projects in the public sector.
  • Specialized knowledge or training in systems related to design or construction (e.g., HVAC, stormwater, electrical, plumbing, airport security, lighting, or communications).
  • Based in South Florida and available to work onsite at BCAD offices in Fort Lauderdale during the initial assignment period.
