Job description

Chenega Enterprise Systems & Solutions, LLC, a Chenega Professional Services' company, is looking for a Temporary Victim Notification Administrative Analyst (CENP) to work with FBI's Child Exploitation Notification Program to help ensure that the FBI's responsibility for timely notification is met. This position will provide full service administrative support to victim services providers (VSPs) within the VSD. The goal behind providing full scope support is to lighten the administrative load for the direct service providers to victims, provide one central location for data management and storage, and to help maintain data accuracy inside of FBI systems and VSD databases. The victim notification analyst contractors shall develop expert knowledge on FBI systems, VSD databases and the Attorney General Guidelines for Victim and Witness Assistance in support of the FBI VSPs both in the field and at headquarters.

Responsibilities- The role of the front line victim notification analyst is to support FBI victim services providers for administrative duties in conjunction with case management and the VNS.
- Provides administrative support to VSD VSPs while also supporting other headquarters VSD employees. Answers phone, prepares reports, tracks work, manages email correspondence and maintains their schedule/calendar.Â
- Develops, writes and updates the VNS Standard Operating Procedure (SOP) document to include using the VSD SOP template.Â
- Provides typing/word processing support (including spreadsheet applications) to include composing internal and external routine/non-routine memos and correspondence with minimal direction; obtaining appropriate approvals. May generate labels using mail merge and graphs/tables using graphic software. Completes standard office forms; handles confidential subject matter frequently. Â
- Opens, reviews, prioritizes and takes action on incoming mail within three business days; sends mail using appropriate mail carrier; sends/receives faxes and makes copies when needed.Â
- Enters data, maintains information, manipulates and defines reports for specific tracking purposes (statistics, project status). May take the lead role in managing projects. Â
- Generates reports, evaluates data and makes recommendations/summarizing trends for supervisor review. Material may largely consist of confidential information; requires use of judgment and discretion. Â
- Serves as primary point of contact for clients and communicates using appropriate tact and discretion. Â
- Develops, sets up, maintains and retrieves organizational files and records that are generally electronic or manual.Â
- Keeps abreast of laws and regulations that apply to a particular staff function or field of professional expertise to maintain up-to-date compliance.Â
- Confers with appropriate internal and external offices to ensure that required procedures are followed. Â
- Analyzes complex data and extracts and defines relevant information; interprets data for the purpose of determining past performance; identifies issues, provides alternative solutions, and resolves problems.Â
- Processes information from the FBI's official record management system (Sentinel), and SharePoint Sites located on the classified and unclassified enclaves.Â
- Serves as a liaison between the coordinators, unit personnel and management, as well as communicates using appropriate tact and discretion. Â
- Uses various software applications, such as spreadsheets, relational databases, statistical packages, and graphics packages to assemble, manipulate and/or format data and/or reports.Â
- Uses practical application of management analysis principles, procedures, and techniques in order to enhance experience and broaden knowledge for specific projects. Â
- Establishes effective liaison and operational contact with internal and external clients and oversight of groups ensuring that project execution is administered in conformance with guidelines established by Department of Justice (DOJ) and FBI regulations.Â
- Assists in testing new or modified systems to check functionality and business processes.Â
- Assists in preparing recommendations for implementation of new or modified systems, work procedures, or organizational changes. Assists in developing selected portions of reports that will be incorporated within an overall project for managers who require information for decision making and/or monitoring the current status of their resources. Â
- Develops relationships with external and internal partners/clients, which may require in person meetings or site visits. Â
- Provides system training as needed and develops a training SOP with the VNS-Coordinator.
- Proficiently performs all tasks outlined above, except those related to quality assurance.
- Provides mentorship and training to new victim notification analysts.
- Active Top Secret clearance. Applicants must already hold this clearance; clearance sponsorship, processing, reinstatement, or upgrades cannot be provided by the employer.
- Bachelor's degree from an accredited University
- Education can be substituted with four (4) years of relevant experience in a professional environment performing similar administrative tasks to those outlined above
- Minimum of two (2) years of relevant experience in a professional environment
- Able to work 0730 to 1600 schedule, Monday through Friday. Schedules may change based on client needs and may range from 7:00 AM - 4:30 PM to 9:30 AM - 6:00 PM.Â
- Ability to work onsite in Washington D.C. -Telework is not permitted
Knowledge, Skills and Abilities:
- Ability to prepare and modify documents including correspondence, reports, drafts, memos and e-mails;
- Proficient in MS Word, MS Excel and MS Outlook;
- Manipulating data in Microsoft Excel 2008 or later version to include:
- Creating new spreadsheets
- Entering data, auto fill features, adding and adjusting columns and rows
- Sorting, Filtering and Freezing Panes
- Moving and copying worksheets within a workbook
- Separating data in one cell to multiple cells using Text - to - Columns
- Grouping data together using the Concatenate function
- Working knowledge of basic excel formulas
- Experience in prioritization of projects and have strong problem-solving skills, good research skills and attention to detail;
- Ability to work effectively with others and have good interpersonal skills;
- Program and project management experience;
- Ability to coordinate/facilitate/lead meetings & conference calls, etc. with internal and external customers;
- Experience in creating and giving formal presentations;
- Experience using Microsoft SharePoint and Microsoft Outlook.
- Experience and proficiency utilizing, building, and updating Microsoft SharePoint Websites.
