Position Summary
ANSER is seeking an Associate China Corporate & Investment Risk Analyst to support the Office of the Deputy Assistant Secretary of Defense for Industrial Base Policy (IBP), Global Inves Next tment and Economic Security Directorate (GIES). In this role you will support the development, research, and coordination of the Department of Defense Section 1260H program identifying Chinese military companies.
Day-to-Day Responsibilities
  • Support open-source and classified research on companies for potential inclusion on the 1260H list, including collecting data on ownership structures, affiliations, and business activities.
  • Assist with coordination of the annual Section 1260H requirement and related list development with DoD and interagency stakeholders.
  • Support drafting of company due diligence summaries, analytic notes, and supporting documentation for 1260H list consideration.
  • Assist with maintaining and updating processes and documentation related to 1260H list publication and review procedures.
  • Support the development and tracking of notice and appeals processes for the 1260H program.
  • Assist in coordinating correspondence related to the 1260H program from listed companies, Congress, and interagency stakeholders.
  • Help compile and consolidate inputs across GIES organizations and relevant DoD stakeholders for program responses and reporting.
  • Support the preparation of responses to congressional inquiries, reporting requirements, and stakeholder requests.
  • Assist with analyzing statutes, congressional actions, and legislative developments for potential impacts on GIES programs and the 1260H effort.
  • Contribute to drafting policy documents, guidance, and supporting materials related to foreign investment risk and industrial base security.
  • Support the preparation of briefing materials, reports, and analytic products for senior DoD leadership.
  • Assist in maintaining records, databases, and documentation supporting the 1260H research and review process.
  • Support research and analysis related to foreign investment review, supply chain resilience, and risk monitoring activities.

Required Qualifications
  • Active TS/SCI eligible clearance
  • Bachelor's degree
  • 2 + years of experience in one of the following focus areas: International Affairs, Diplomacy, Economics, Finance, National Security, or Business Administration
  • Demonstrated analytic and writing skills with demonstrated ability to prepare reports, assessments, and written products.
  • Experience conducting business analysis, research studies, or requirements analysis to support policy, regulatory, or organizational initiatives.
  • Experience analyzing trends, regulatory developments, and business conditions and identify potential business or policy risks.
  • Experience developing or analyzing metrics, performance measures, reports, and recommendations related to management, organizational structure, policy, or business systems.

Preferred Qualifications
  • Experience in international affairs or China-related economic or security analysis.
  • Chinese (Mandarin) language proficiency.
  • Experience researching corporate ownership structures, international investment activity, or foreign company affiliations.
  • Experience developing analytic reports, metrics, and assessments supporting policy or risk analysis.
  • Ability to communicate effectively (written and oral) with senior U.S. Government and DoD leadership.
  • Ability to identify potential risks related to business performance, economic conditions, internal controls, or enterprise risk factors.
