Job description

IQVIA is seeking a Vice President, Public Policy (U.S.) to lead the development and execution of the company's U.S. public policy and government affairs strategy. This senior leader will operate at the intersection of policy, business strategy, and external engagement, advancing IQVIA's leadership across key policy domains including health data, clinical research, digital health, privacy, governance, and life sciences innovation.
The Vice President will report into the company's Global Legal and External Affairs function (to the Senior Vice President and Deputy General Counsel) and serve as the principal advisor to senior leadership on policy risks and opportunities in the United States. The role is based in the United States (preference for Washington, DC).
Skills And Responsibilities
  • Define and lead the execution of IQVIA's public policy strategy with priority on U.S. federal and state engagement, aligning policy priorities with enterprise business objectives and growth initiatives.
  • Serve as a strategic advisor to executive leadership on emerging legislative and regulatory trends impacting clinical research, health data, and life sciences innovation.
  • Monitor and assess policy developments across key markets, identifying risks and opportunities and translating them into actionable strategies for the business.
  • Direct and coordinate U.S. public policy activities across internal stakeholders, ensuring consistency of messaging and strategic alignment.
  • Build and maintain senior-level relationships with external stakeholders, including policymakers, regulators, trade associations, think tanks, and industry coalitions.
  • Lead high-impact advocacy efforts, including the development of policy positions, white papers, comment letters, and executive-level communications.
  • Represent IQVIA in forums, coalitions, and industry groups to shape policy outcomes and reinforce the company's leadership position.
  • Partner closely with business units, Legal, Compliance, and other functions to integrate policy considerations into business strategy and operational decision-making.
  • Oversee the prioritization and resourcing of policy initiatives across a complex, matrixed organization.
  • Develop and mentor colleagues engaged in public policy activities, fostering collaboration, innovation, and strategic execution.
  • Drive internal engagement and education on policy issues, ensuring that senior leaders and business teams understand the implications of policy developments.
  • Anticipate and respond to emerging policy challenges related to data privacy, AI, real-world evidence, clinical trials, and market access.

Qualifications
  • A minimum of 10 years of relevant experience in public policy, government affairs, or regulatory strategy, with significant exposure to healthcare and life sciences policy.
  • Demonstrated success in shaping policy outcomes at the national level, including engagement with senior policymakers and regulators.
  • Deep expertise in one or more core areas, including clinical research, life sciences and health innovation policy, health data governance, digital health, or AI in healthcare.
  • Proven ability to lead complex, cross-functional initiatives in a global, matrixed organization.
  • Executive presence and ability to influence senior leaders internally and externally.
  • Exceptional written and verbal communication skills, with experience developing materials for sophisticated policy and executive audiences.
  • Strong strategic thinking and analytical capabilities, with the ability to translate policy developments into business impact.
  • Experience managing relationships with trade associations, industry groups, and external stakeholders at the highest levels.
  • Ability to operate effectively in a fast-paced, dynamic environment and manage competing priorities.
  • Demonstrated ability to leverage data, digital tools, and insights to inform and enhance policy strategy.

Education
  • Bachelor's degree in government, public policy, political science, or related field

The potential base pay range for this role, when annualized, is $160,200.00 - $446,200.00. The actual base pay offered may vary based on a number of factors including job-related qualifications such as knowledge, skills, education, and experience; location; and/or schedule (full or part-time). Dependent on the position offered, incentive plans, bonuses, and/or other forms of compensation may be offered, in addition to a range of health and welfare and/or other benefits.
