Job description

Job Purpose or Objective(s): Contribute to the procurement process by formulating complex, sensitive and formal RF(x) documents, negotiating deals, and meeting product and service needs. Will also ensure compliance with established CNO policies and procedures to enhance efficiency and productivity to meet financial and customer service goals. You will report to the Senior Manager of Procurement Projects.

Regular/Full Time

Monday-Friday, 8:00 am to 4:30 pm

100% onsite

Primary Tasks:

1.       You will create, publish, administer, and implement complex and sensitive RFPs, RFQs and RFIs for the completion of procurement projects across multiple entities of the Choctaw Nation.

2.       Engage with all levels of leadership to source, negotiate, and award bids.

3.       Analyze and implement requisitions for important and complex goods and services to determine the appropriate solicitation method.

4.       Evaluate and renegotiate supplier service agreements, contract proposals, quotes, and services and determine if they are compatible with organizational goals.

5.       You will provide recommendations about opportunities to maximize purchasing power and reduce acquisition costs while coordinating purchasing activities between divisions and departments.

6.       Study market trends relating to complex commodities and gain an understanding of strategic goals to support supplier selection.

7.       Provide training and mentorship for Buyer I and Buyer II's observing CNO policies, procedures, and internal controls.

8.       Respond to setbacks or delays that may occur, present resolutions and report to partners and create RF(x) document revisions to meet changing requirements.

9.       You will develop partnerships to share resources and expertise to develop procurement projects and work with Supplier Relations to resolve supplier quality and performance issues.

10.  Perform other tasks as may be assigned.

Required Education and experience:

Bachelor's Degree in business or related field or 4 years related experience.

Advanced skills in MS Office

2 + years of experience with major MRP/ERP system procurement

Demonstrated expertise in creating and administering complex RFx documents to support highly complex sourcing assignments.

Previous Project Management Experience

Demonstrated ability to build relationships and process information systematically and strategically.

Ability to correspond with high-level executives.

Knowledge of extrinsic factors relating to categories purchased.

Experience with strategic sourcing methodology

Understand contract law and contract administration.

Five (5) years of procurement experience
