Job description
Summary
The United States Army (USA), 7th Signal Command requires a Network Engineer II (Intermediate Level) with a minimum of two (2) years' experience working in the areas and performing the types of actions listed in the following "Essential Functions" and "Competencies" discussions. The customer is seeking a Network Engineer II to implement the workflow involved in maintaining the RNEC-NCR network infrastructure (including the Installation Campus Area Network (ICAN). Responsibilities include contributing to design and implementation of network infrastructure and contributing to the resolution of network related problems. The successful candidate will have a SECRET security clearance, Computer Science or Engineering or its equivalent. Must be a certified Information Assurance Technician-III (IAT-III) (Enclave) (See DoD 8570 IAT Certification and Requirements). Must have excellent communication skills (oral and written). Preferred certifications are: CompTIA IT Fundamentals, CompTIA Cloud Essentials, CompTIA A+, Linux Essentials, Microsoft Certified Solutions Associate (MCSA), Microsoft Certified Solutions Expert (MCSE), Cisco Certified Entry Networking Technician (CCENT), Cisco Certified Network Associate (CCNA) - Routing and Switching, Cisco Certified Network Professional Level (CCNP) - Routing and Switching and VMware Certified Professional. (See "Competencies" for more detailed listing)
Essential Functions
- Supports the Government by performing a variety of broad network engineering tasks focused on the design, implementation, testing, and troubleshooting of the RNEC-NCR intricate network infrastructure (including the Installation Campus Area Network (ICAN).
- Uses Remedy ticket submissions for work assignments responding to critical and VIP tickets within two (2) hours of notification by telephone or e-mail by appropriate Government authority.
- Interprets and implements Senior Network Engineer's guidance in support of:
- Network operations executing activities such as, installation of new modified hardware, operating systems and software applications ensuring compliance with Information Assuranceconfiguring and supporting the use of DOD Common Access Card (CAC) and Public Key Infrastructure (PKI) for user authentication into the network and into applications and for signing and encrypting electronic mail. (CAC authentication into the network is mandatory unless an exception is granted by the Government.)supporting NIPRNET Internet and web access, establishing communication links capable of providing required bandwidth to support effective and efficient connectivity and digital communications between Fort Belvoir and offsite Government facilities, implementing/maintaining software and application configuration management and configuration reporting, installing/updating anti-virus software and anti-virus signature files on all assigned assets, installing security patches to protect against information assurance (IA) vulnerabilities, implementing/applying procedures to ensure only approved personnel have access to the Fort Belvoir network, and installing Government Public Key Infrastructure (PKI) server side certificates and implement Secure Sockets Layer (SSL) and other secure methods of data transmission including support to the VPN, VPN servers, CITRIX, and Structured Query Language (SQL) servers.
- Providing Network Engineering support such as, analyzing the network architecture based on metrics available from the Government's network management tools to identify modifications required to maintain optimum efficiency, developing and testing automated processes for generation of client software packages utilizing existing government tools, using the Master Station Log (MSL) to record and submit all work assignments that deal with C4IM customers, troubleshooting; DISA, , and commercial vendors, testing ICAN software prior to upgrading network devices (Switches & Routers) across the RNEC-NCR to include Fort Belvoir, JBMHH, Fort McNair, Fort Meade (SIPRnet), Fort Detrick (SIPRNet) and AP Hill, provides customer review, support and approval for Ports Protocol Services (PPS) for all Firewall implementations. Assisting RCC 14-17 Firewall Team during implementations and deployments, engineering support solutions for the RNEC-NCR, engineer long haul base inter-connectivity communications for Fort Belvoir, JBMHH, Fort McNair, Fort Meade (SIPRnet), Fort Detrick (SIPRNet) and AP Hill network system, and developing and testing automated processes for deployment of client software packages utilizing existing government tools (i.e. JMN, CHMIERA, GEM-X, CTC, etc.)
- Supporting the Installation Transport Center (ITC) with activities such as, providing support and must have coverage from 0700 to 1700 hours Monday through Friday to accomplish this activity Network Engineers must be available on an On-Call basis to provide immediate assistance in the event of a system failure or other demands, Network Engineers also support perform a variety of broad network engineering tasks focused on the design, implementation, testing, and troubleshooting of Wide Area Networks across (RNEC-NCR-ICAN, LAN, Special Access Program, Joint Base Myers Henderson Hall (JBMHH), Ft. AP Hill, Ft. Meade, DISA, and Joint Regional Security Stack (JRSS) intricate network infrastructure, wireless, data and voice services. (This effort includes response and triage for critical network service disruptions / outages.), Network Engineers support long haul communication for Fort Belvoir, Fort AP Hill, Joint Base Myer Henderson Hall, and Fort Meade network system, including the WAN, SONET links and connectivity, fiber and Ethernet cabling, and other infrastructure components to include frame, patch panels, multiplexers (Edge links, Access-T), hubs, routers, switches, concentrators, firewalls, SONET multiplexers, cable management systems and other network enhancements down to the Edge Access Switch level, using the Master Station Log (MSL) to record and submit all work assignments that deal with C4IM customers, troubleshooting; DISA, and commercial vendors, using Remedy ticket submissions for all work assignments that deal with customers in support of ensuring all responses to critical and Very Important Person (VIP) tickets are accomplished upon notification from appropriate Government authority during afterhours operations, supporting the installation of new/modified hardware, operating systems and software applications ensuring integration with DISA and Regional IA compliance, provides Communication Security (COMSEC) support to DISA and RNEC-NCR customers by picking up, keying, rekeying, Over the Air Rekey (OTAR), deleting, inventorying and documenting COMSEC material and COMSEC devices to including KIV-7 (Family), KG-175 bracket family and Secure Terminal Equipment (STE), accomplishing capture design and configuration for COMSEC devices; performing software upgrades per National Security Agency (NSA), RNEC-NCR KMI Operating Account Manager (KOAM) and RNEC-NCR Security Manager Guidance (See DD Form 254 for COMSEC access requirements), serving as Communications Security (COMSEC) couriers and hand receipt holders/couriers responsible for signing and accounting crypto-keying material; maintaining inventories and controlling the use of keying material; troubleshooting, operating, performing (OTAR), Quarterly/annual and monthly Cryptographic key updates, maintaining/managing software and application configurations and configuration reporting, installing security patches to protect against information assurance (IA) vulnerabilities, implementing procedures to ensure only approved personnel have access to the Fort Belvoir network, and installing Government Public Key Infrastructure (PKI) server side certificates and implementing Secure Sockets Layer (SSL) and other secure methods of data transmission including support to the VPN and VPN servers, CITRIX and Structured Query Language (SQL) servers. Competencies
- Must obtain and maintain a SECRET security clearance and Computer Science or Engineering or its equivalent
- Must have a minimum of two (2) years' relevant experience (See, Essential Functions" as well as this section)
- Must be a certified Information Assurance Technician-I (IAT-III) (for Enclave) (See DoD 8570 IAT Certification and Requirements)
- Must have excellent communication skills (oral and written) to provide meaningful inputs during Network Engineering efforts, interactions with the government customer and to accommodate possible interactions with senior government officials.
- Customer prefers candidates who demonstrate an in-depth knowledge of the communications networks and systems employed by the customer.

Supervisory Responsibility
Limited supervisory actions may be required for this position based on customer need and candidate's training/experience.
Work Environment
This job operates in a professional office environment within the continental US with occasional travel to offices within the National Capital Region and Georgia. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Position Type/Expected Hours of Work
This is a full-time position. Typical days and hours of work are Monday through Friday, between the core hours of 6:00 a.m. to 6:00 p.m. Evening and weekend hours required, as required by business need.
Travel
Travel is primarily local during the business day, although some out of the area travel and overnight may be expected.
