Arlington County's award-winning Human Resources Department (HRD) is seeking an HRIS Data Analyst to provide critical technical and functional support across our enterprise-wide platforms. This position bridges the gap between complex HR data and strategic decision-making. The individual selected for this role will design, manipulate, and build sophisticated reporting and dashboard solutions from scratch across our custom HCM platform PRISM+ (Oracle Cloud Fusion HCM), and retirement administration systems such as PensionGold. This role serves a broad range of customers including active County employees, retirees, executive leadership, and partner departments such as the Department of Technology Services (DTS), by transforming complex datasets into clear, actionable intelligence.
Responsibilities
Major Job Duties:
  • Designing, building, and maintaining custom/ad-hoc reports and dashboards from scratch using tools such as BI Publisher, OTBI, SplashBI, and SQL;
  • Performing complex data discovery, auditing, extraction, integration, and manipulation across Oracle Cloud HCM, PensionGold, and related systems, tracing data back to its source to ensure complete accuracy and integrity;
  • Delivering data solutions for a diverse customer base, supporting active workforce analytics as well as retirement and pension reporting through PensionGold;
  • Collaborating with Payroll, Benefits, Retirement, and the Department of Technology Services (DTS) to analyze cross-system data flows, troubleshoot workflows, and support system upgrades;
  • Managing the full data lifecycle, including extraction, integration, warehousing, governance, security, and cleanup, in accordance with County policies;
  • Translating complex technical findings into clear visualizations and presentations for County leadership to guide strategic planning and operational decisions;
  • Researching, testing, and documenting system patches, pay rule changes, and Collective Bargaining Agreement (CBA) updates; and
  • Developing user documentation, standard operating procedures, and training initiatives for County staff.

The successful candidate is a technically proficient analyst with experience in data scripting, migration, and HR business processes within an Oracle-based environment. They possess strong analytical, communication, and customer service skills, with the ability to build reports and dashboards, navigate data governance requirements, build collaborative relationships, document and replicate findings, and identify opportunities to improve business processes.
Qualifications
Minimum Qualifications:
  • Bachelor's degree in Computer Science, Information Systems Management, Mathematics or a related field; and
  • Considerable experience in systems analysis, data management, and functional IT support including experience with enterprise-level HCM systems such as Oracle Cloud or PeopleSoft.

Substitution(s): Additional qualifying experience may substitute for the education requirement on a year-for-year basis.
Desirable Qualifications: Preference may be given to applicants with experience or certification(s) in one or more of the following:
  • Developing and maintaining reports and dashboards specifically within the Oracle Cloud platform across multiple modules (e.g., Payroll, Benefits, Compensation, Absence management, etc.);
  • Experience supporting Oracle Cloud HCM, PensionGold, and/or similar pension administration systems, including pension data structures, source data tracking, retirement administration workflows, and ongoing system administration; and/or
  • Project Management Professional (PMP) certification.

Additional Information
