Nemean Solutions, headquartered in Sierra Vista, AZ, is a certified SBA 8(a) Native Hawaiian Organization (NHO) and veteran-operated company providing advanced Military Intelligence, Enterprise and Cloud IT services, Cybersecurity, Special Operations Forces (SOF) Exercise and Training, and niche Program Support and Professional Services to Federal and State Agencies supporting the US Government Defense, Intelligence and Aerospace sectors.


Job Summary:

The Lead Program Analyst personnel shall serve as the primary interface and point of contact (POC) with the Government program authorities and representatives on technical program/project issues.


Essential Duties & Responsibilities:

  • Provide management, oversight, direction, administration, quality assurance, acquisition research, and leadership of the execution of this contract.
  • Serve as the primary contact for all Contractor staff on JPO-specific inquiries related to processes and procedures, systems and training.
  • Facilitate Government and Contractor communications and all activities necessary to ensure the accomplishment of timely and effective support, performed in accordance with the requirements contained in this PWS.
  • Use industry best-standards that assure that all contract activities are identified, documented, and tracked so that the contract will continuously be evaluated and monitored for timely and quality service by the Contractor.
  • Notify the Contracting Officer Representative (COR), Procuring Contracting Officer (PCO), and Technical Points of Contacts (TPOCs) in writing of any technical, personnel, or general managerial problems encountered throughout the contract period of performance (PoP).
  • Assess and redistribute team workload as needed when vacancies occur in order to mitigate gaps in support.
  • Manage in-processing and out-processing of Contractor support staff to include but not limited to; coordination of required on-boarding documentation, facility access, Security check points, IT access, and government furnished property. The Lead shall adhere to current JPO on-boarding and out-processing procedures.
  • Provide in-depth training to new Contractor support staff as well as regular/recurring training on DESA processes and systems, as required.
  • Provide deliverables in accordance with Contract Data Requirement List (CDRL).
  • Provide support in monitoring tasks and coordinating responses within the DESA Enterprise.
  • Task Management Software Solution (ETMS2).
  • Provide overall contract closeout support, training and oversight, and monitor contract closeout progress from initiation to completion.
  • Provide oversight for the creation of Standard Operating Procedures (SOPs) to ensure consistency and quality in the performance of specific tasks or processes within an organization.
  • Assist in implementation and execution of the F-35 Services Requirements Review Board (SRRB) Charter.
  • Review Procurement Requests (PR), and Statements of Work (SOW).
  • Provide research data to assist the Contracting Officer (CO) to determine proper contract approach.
  • Prepare draft contract documents and supporting documentation relating to contract actions.
  • Complete all required file documentation to include memorandums for file, spreadsheets, letters, and emails in support of modifications for CO signature.


Requirements

Minimum Requirements/Education:

  • Bachelor's Degree in Business, Management, or a related discipline or an Associate's Degree plus 4 years of additional work experience.
  • At least eight (8) years of experience in contract, program management, technical, or business analysis discipline, related to weapon systems acquisition and life cycle management; and a minimum four (4) years of specialized experience supporting the DoD or other federal agency in tracking, monitoring, performance/cost analysis and executive reporting for contractor support services (CSS)
  • Knowledge of federal law and associated regulations that are applicable to federal contract administration requirements outlined in the FAR, DFAR, JTR, FTR, etc.
  • Experience with extracting data and conducting analysis in the preparation and presentation of recurring and/or ad hoc business reporting.
  • Demonstrated experience managing or supporting the close-out phase of contracts as part of the full acquisition lifecycle.
  • Ability to analyze program effectiveness and implement process improvement techniques.
  • Demonstrated experience analyzing, coordinating, and gathering relevant data to support Service Contract Administration as to cost, schedule and performance.
  • In-depth knowledge of management processes and tracking of federal contract financial data to include commitments, obligations, expenditures, contract cost analysis, federal budgeting and funding processes, contract close-out, de-obligations and prior year funding requests.
  • Experience with federal invoice procedures, reviewing invoices for accuracy.
  • Experience processing contract support travel requests in accordance with federal travel regulations (FTR) and agency guidelines.
  • Proficiency in MS Office (Outlook, Excel, Word, PowerPoint, Project) and using advanced functions of MS Excel, including pivot tables, charts, and formulas. Familiarity with MS Power Apps and Power BI is desired.
  • Effective oral and written communication skills, and ability to work in fast paced environment.
  • Demonstrated ability to effectively lead a team, provide guidance, and direction, interact with senior leadership and coordinate with various stakeholders.


Security Clearance:

  • Active Secret Security Clearance required.


Physical Demands/Requirements: Work is performed in an office environment. Mostly sedentary work. Repetitive motion. Substantial movement (motions) of the wrists, hands, and/or fingers. The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer screen; extensive reading.
