PROGRAMMER ANALYST DESKTOP APPLICATIONS II

DUTIES:
This is a technical position that is responsible for the preparation, development, monitoring and modification of technical computer programs and computer operator instructions. The work includes analyzing and defining system requirements, preparing detailed specifications and gathering, analyzing and evaluating information. This position differs from that of a Programmer Analyst Desktop Application I by the addition of supervisory duties. General supervision is exercised over assigned personnel. Does related work as required.
EXAMPLES:
  • Supervises daily programming activities;
  • Manages all project-related activities;
  • Interviews perspective job applicants for MIS positions;
  • Trains staff in office procedures;
  • Trains staff in programming related activities;
  • Reviews and rectifies problems submitted by users;
  • Reviews log and corrects problems as they occur in daily processing;
  • Performs updates to applications as requested through end users;
  • Tests programs to ensure that they are functioning properly;
  • Writes programs for application development in order to support organizational needs;
  • Interface with system users in order to trouble shoot problems;
  • Designs documentation forms, flow charts and diagrams to adapt business or statistical operations to electronic data processing;
  • Develops backup and restores procedures in order to maintain system integrity;
  • Request job runs in response to user departments;
  • Maintains documentation related to applications;
  • Reviews daily reports in order to ensure accuracy;
  • Communicates with Help Desk to confirm that systems are up and running;
  • Performs periodic maintenance of systems as required by outside vendors and authorities;
  • Leads the actions of other data processing staff;
  • Interfaces with users to ascertain the nature of projects, the form of source information and form of results required;
  • Interviews employees, supervisory and administrative staff to collect information for Analysis;
  • Analyzes and evaluates procedures for computer application against such factors as computer capability and requirements, facility of results, efficiency, cost and management control;
  • Prepares detailed program specifications of input and output processing.
MINIMUM QUALIFICATIONS:
Candidates must meet the following requirements on or before the date of the written test.
OPEN-COMPETITIVE:
a) Possession of a regionally accredited or New York State registered four year college or university with a Bachelor's Degree and three (3) years of computer programming/analysis experience with Visual Basic and/or Java language which must have included MS Access, SQL and Oracle 8i or higher database using Oracle Discover, Oracle Developer or SQL plus; or
b) Possession of a regionally accredited or New York State registered two year college or university with an Associate's Degree and five (5) years of experience as described in (A); or
c) An equivalent combination of education/training and experience as defined by the limits of (A) and (B).

Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency.
