The HIV/AIDS Services Administration (HASA) is the most comprehensive program of its kind in the country, helping New Yorkers living with HIV or AIDS live healthier and more independent lives. We assist with an individualized service plan that targets the support and necessary benefits that are specific to a client's medical situation that will enhance his or her well-being. In addition, this Agency has a legal mandate, based on Local Law 49 and the Henrietta D. versus Giuliani Federal court case, to ensure that HASA clients are serviced promptly.
HASA provides intensive case management, rental assistance, emergency and non-emergency housing, and assistance with applying for public benefits and services including Medicaid, food stamps and cash assistance. HASA also provides vocational services that prepare clients for work. With counselors to help identify barriers to employment, clients can select vocational goals and receive support. Other HASA services include home care and homemaking services, mental health and substance use screening and treatment referrals, transportation assistance,
referrals to community-based organizations, and SSI or SSD application and appeal.
The HIV/AIDS Services Administration (HASA) is recruiting for one (1) Computer Associate (Software) II to function as a Database Application Developer/Report Designer, who will:
Under the general supervision of the Applications Development Manager, with considerable latitude for independent initiative and judgment for deriving solutions to all issues and concerns within Information Technology, database developer/ report designer will be responsible for the development, design and enhancement of info-structures, implementation, and support of program specific software.
- Design and deploy reports using Microsoft SQL Server Reporting Services. Creates reports for case management, eligibility operations, finance, personnel, housing, and contracts units connecting to database applications in Oracle and MS SQL Server.
- Coordinate design, development and implementation of HASA database Applications and maintains existing Databases applications, designs, develops and implementing new programs using SQL Server 2016 and above utilizing tables, views, stored procedure, and SSIS packages in SQL Server 2016.
- Analyze and enhance existing quality assurance and other statistical and periodic reports and create new reports based on analysis and recommendations using all available resources such as Oracle, Electronic Data warehouse (EDW), in house SQL Server Applications and flat files received through file transfer protocol (sftp) from outside HASA.
- Coordinate the design and planning stages of electronic forms (E-Forms) with Policy and Procedures unit. Maintains and update the design of all web-based E-forms.
- Communicate with operational staff to know their requirements and feedback and ensuring that these are fully conveyed to programming and web development team, recommending changes to web application and database design.
- Provide technical support to users and program vendors in the use of web-based application HASAWeb by resolving issues, maintaining security module, adding removing users, codes, roles and coordinating with other HASA staff and/or HRA-ITS.
- Create ad-hoc reports based on management requests using all available data sources such as Oracle, SQL Server 2016 databases, flat text files.
- Coordinate the Single Room Occupancy (SRO) billing process, acting as single point source by creating necessary exception reports for contract, creating, uploading, and downloading files to and from HRA ftp servers, requesting updates to central database application.

Qualifications
1. A baccalaureate degree from an accredited college including or supplemented by 24 semester credits in computer science or a related computer field and one year of satisfactory full-time computer software experience in computer systems development and analysis, applications programming, database administration, maintenance and support, systems programming, data communications, mainframe development, mobile development, web development and design; or
2. A four-year high school diploma or its educational equivalent and five years of satisfactory full-time computer software experience as described in "1" above; or
3. Education and or/or experience equivalent to "1" or "2" above. College education may be substituted for up to two years of the required experience in "2" above on the basis that 60 semester credits from an accredited college is equated to one year of experience. In addition, 24 semester credits from an accredited college or graduate school in computer science or a related field, or a certificate of at least 625 hours in computer programming from an accredited technical school (post high school), may be substituted for one year of experience. However, all candidates must have at least a four-year high school diploma or its educational equivalent and at least one year of satisfactory full-time experience as described in "1" above.
