The Director of Clinical Services (DCS)directs and coordinates clinical services in inpatient and outpatient programs. He/She ensures the clinical staff receives appropriate clinical supervision, training, and assures quality patient care for all patients admitted to the service and provides direct patient care as needed. The DCS facilitates connection with the community to create a continuum of care and assures utilization of services. He/She also facilitates the continuum of care with Rogers Services.

• Oversee Rogers Behavioral Health clinical staff performance in providing treatment services.
• Ensure clinical protocol implementation in all programs at clinic and inpatient units.
• Provide supervision and promote the professional development of clinical staff working with patients.
• Ensure the clinical staff receives appropriate clinical supervision.
• Conduct fidelity monitoring with clinical staff.
• Review admission screens when assigned.
• Supervise and train master’s prepared Outpatient Supervisor, when applicable.
• Ensure proper follow up on patient care audits.
• Participate in staffings as needed and provide recommendations regarding treatment and discharge planning of patients.
• Maintain and assure consistent service delivery for patients according to the established standards of care.
• Develop program materials in conjunction with the Chief Clinical Officer or designee and other content experts; i.e., handouts, fact sheets, manuals.
• Participate in supervision sessions as needed with the Chief Clinical Officer or designee and communicate with the Clinic Director or Inpatient Clinical Operations Manager(s) on an ongoing basis regarding clinical issues.
• Conduct formal training within areas of expertise as relevant to clinical care and best practice.
• Offer ongoing training, support and coaching to staff members less familiar with the specialized areas of treatment or protocols developed as part of the Rogers Improvement System.
• Responsible for oversight and completion of treatment plans.
• Oversee Clinical Services for inpatient, partial and intensive outpatient levels of care.
• Coach and mentor clinical staff to facilitate professional growth and competence.
• Assist managers in establishing individual goals that are consistent with the mission of Rogers Behavioral Health (RBH).
• Promote a team environment by example and by problem-solving workload dilemmas.
• Interact with employees in a sensitive, positive manner.
• Understand and utilize policies and procedures manual.
• In coordination with manager, Involve the Human Resource Business Partner (HRBP) in any employee-related situation and initiate disciplinary process as needed.
• Establish regular meetings to provide timely communication and problem resolution.
• Perform employee evaluations timely.
• Display good clinical judgment and the use of good, critical thinking skills on the inpatient units, when possible, in an effort to promote clinical excellence.
• Assume the manager role on the inpatient units in a clinical capacity as needed.
• Assist managers as needed to effectively recruit and train staff according to accurate and current job descriptions.
• Assure that the competency of the clinical staff meets the established standards.
• In collaboration with the Managers, COO and CCO Assist in the development of an orientation and in-service plan to attract and retain staff.
• Develop performance standards by which each staff can be measured.
• Develop competency measures within each clinical area.
• Develop and maintain job descriptions.
• Incorporate job description criteria into performance evaluation tool.
• Work collaboratively with clinical program managers and medical staff to create an annual plan for each clinical program that: evaluates the clinical program structure, productivity and effectiveness; includes clinical development goals; addresses space/physical plant needs/issues; assures financial viability; meets all Joint Commission, state and federal standards; and emphasizes training, clinical competence, and values customer services.
• Facilitate the use of a continuum of care to best support treatment outcomes.
• Assure clinical staff are utilizing levels of care within the Rogers system.
• Assure the development of continuum with community agencies.
• Serve as a liaison between assigned programs and to programs within the community.
• Provide training to clinical staff to orient to levels of care and strategies to improve follow-up care by patients.
• Documentation.
• Document mental health services according to applicable regulations and payer expectations.
• Assure documentation of treatment plans, hierarchies, and psychosocial information and completeness of the medical record by clinical staff.
• Conduct periodic record audits of medical records to assure proper documentation for patients receiving treatment by clinical staff.
• May provide direct patient care for patients in Rogers Behavioral Health (RBH).
• May conduct consultation assessments on patients in the programs.
• Work with staff to develop and update the patient’s treatment plan.
• May provide ongoing care in conjunction with clinical staff to selected patients in the program.
• Monitor clinical staff performance and provide opportunities for age‑specific continuing education.
• Provide continuing education for the clinical staff, as requested and as deemed necessary, to keep staff informed of significant new developments and new skills in psychological care of patients.
• Ensure appropriate implementation of clinical staff development and staff training activities.
• Ensure the appropriate, regular performance review of all clinical staff working in RBH inpatient program and/or clinic site.
• Develop, administer, and seek compliance with the bylaws, rules and regulations of RBH inpatient program and/or clinic site
• Demonstrate understanding of Joint Commission and other regulatory agency compliance regulations: Involve self in the learning and the application of standards relevant to the clinical staff.
• Participate in in‑services/seminars and other meetings to increase involvement and awareness of regulations.
• Involve self in the education of other disciplines regarding services provided within RBH inpatient program and/or clinic site
• Plan effectively for department needs by working with administrative leadership with involvement with RBH budgeting process: Assist with the department needs to include the annual budget.
• Assist and support in managing the FTE expenditures with compliance to the FTE budget.
• Assist in managing the capital and other operational expenditures with compliance to the related budget.
• Maintain an understanding of any variance and its impact on the department budget.
• Communicate such information for inpatient to the VP of Operations for the campus and for PHP/IOP to the Clinic Director in a timely manner.
• Participate in RBH committees, meetings, and team projects.
• Demonstrate punctuality and preparedness.
• Demonstrate effective chairperson skills, if applicable.
• Good organizational skills with agenda and minute preparation Ability to facilitate a meeting and keep it on track.
• Contribute in a positive, solution‑focused manner.
• Assist in the recruitment process: Complete necessary recruitment and hiring documents in a timely and accurate manner.
• Assist the VP of Operations/Clinic Director in working with the Human Resources department in the development of an effective advertisement.
• Conduct interviews that are comprehensive, fair, and lead to a timely recruitment decision.
• Develop screening criteria for analysis of applicant’s qualifications, professional aptitude, and overall quality contribution to the hospital or clinic.
• Participate in the Rogers’ marketing plan: Develop department customer service/public relations plan.
• Interact with the various hospital departments to communicate customer‑related issues.
• Participate in the customer feedback process when necessary.
• Educate medical staff regarding the marketing plan.
• Participate in department service‑related marketing activities.
• Participate in referral development activity.
• Participate in and facilitate initiatives of the Rogers’ Improvement System (RIS).
• Educate and involve self in the hospital and department’s performance improvement plans.
• Participate and/or create performance improvement teams that lead to improvement in other hospital areas.
• Responsible for the planning, clinical staff education, coordination, and administration of the Improvement System within the hospital and clinic.
• Apply the RIS model to the clinical functions within the hospital and clinic.
• Participate in and/or create Improvement System teams that lead to the improvement of hospital and clinic services.
• Educate and involve employees of Rogers Behavioral Health (RBH) in the Improvement System process.
• Conduct self in a professional manner.
• Demonstrate organizational skills that promote timely response to all inquiries and to project completion.
• Communicate with all individuals in a positive and professional manner.

Education/Training Requirements: Master’s degree in behavioral health is required, and must be fully licensed in the state in which the program is based. LCSW highly preferred. Minimum of five (5) years of related experience. Administrative or supervisory experience in a psychiatric setting preferred. Sales/marketing, patient development and/or community relations‑related experience. Licensed Clinical Social Worker - HR, Licensed Professional Counselor - HR
