Summary of Job Nestled in the heart of the Fox Cities, the City of Menasha has created a place that attracts people from around the region with friendly neighborhoods, unique businesses, neighborhood schools, major employers, and exceptional recreational opportunities. Incorporated in 1874, the City is comprised of 7.76 square miles with a population of 18,385. Menasha has the most publicly accessible waterfront in the Fox Cities area per capita and promotes itself as "Your Place on the Water" The City Attorney is an appointed officer of the city who, pursuant to State Statutes, including 62.09(12), conducts all the law business in which the city is interested, except as the Common Council may otherwise direct

Salary Range: $126,769 - $161,967 (full range). The anticipated hiring range is $126,769 - $140,848; based on qualifications and experience. Offers above $140,848 require approval from the Personnel Committee and Common Council.

Essential Duties and Responsibilities Perform duties of legal advisor, including providing legal opinions, legal memoranda, and advice to the Common Council, its Boards, Commissions and Committees, and to The Redevelopment Authority, the Housing Authority, the Mayor, city employees and city agents over a broad range of municipal issues; Draft development agreements, including TID incentivized agreements; complete real estate transactions including property transfer closings, easements, and other conveyances; review or draft ordinances and resolutions, referenda, contracts, bond issues and all legal documents in which the City has an interest; Represent the City in various legal proceedings before administrative agencies and courts; Act as prosecutor for city municipal ordinance prosecution, including cases removed to circuit court for jury trials, appeals or de novo review; Assist Code Enforcement Officer and Health Officer to secure special inspection warrants and court orders to gain code compliance; Attend Common Council meetings, and other committee/board meetings (including in the evening and on weekends) as needed; act as parliamentarian at governmental meetings under Robert's Rules of Order; Participate as a member of staff development team and various City teams, as needed. Participate in Intergovernmental Cooperation Agreements with other jurisdictions, such as impartial hearing officer. Examine the tax assessment rolls and other tax proceedings and advise the proper City officers thereof; Be on call at all times for the Chief of Police, and Lieutenants of Menasha Police Department and the command officer of the Police department for emergencies; conduct training sessions at the request of the Menasha Police Department or in dealing with new areas of police activity; Member of the Emergency Operations Center, including PIO, as applicable; Act as Risk Manager, administer the City's insurance programs and claims against the City; Oversee four employees, including the City Clerk, Deputy City Clerk/Administrative Assistant, Human Resources Manager, Payroll Clerk/HR Administrative Assistant Supervise, direct, and advocate for Human Resources functions; Develop and assist in maintaining, administering and enforcing personnel policies and procedures; Conduct labor negotiations, provide advice to the Mayor and Police Chief regarding labor contract administration; participate in fire union negotiations with City of Neenah.

Serve as Affirmative Action Officer, Americans with Disabilities and Equal Rights Coordinator for the City of Menasha; Assist with the employee safety program including participation in safety meetings, accident investigation and applicable training, as needed; Maintain the wage and salary program; Perform such other duties and responsibilities as determined by the Common Council. Qualifications POSITION REQUIREMENTS/QUALIFICATIONS The position requires 3-5 years of experience as a department director or as an assistant director in a municipality of similar size or larger or at least five years of experience in municipal law work and trial work, and including employment law; a Juris Doctorate degree in law; licensed to practice law in the State of Wisconsin; admission to the Wisconsin Bar Association; admission or ability to obtain admission to practice law before Federal District Courts in Wisconsin; and experience and training which provides the following knowledge, abilities and skills. Labor relations experience and a bachelor's degree in public administration, human resources or business management or a related field, or an equivalent combination of experience and training is helpful/preferred.

Knowledge of municipal law, employment, labor and payroll laws, regulations, procedures, and best practices; Thorough knowledge of relevant City, State, and Federal laws and regulations in regard to all functional areas; Ability and skill in research, preparation and trial presentation; Ability to organize efficient responses and apply critical thinking to address various department demands and competing priorities in a changing environment; Knowledge of pertinent forms and procedures; Ability to establish and maintain effective relationships with employees, elected and appointed officials, and the public; Ability to analyze and solve a wide variety of problems; Ability to train, supervise, motivate, counsel, evaluate, and develop engaged and productive employees; Demonstrates commitment to accomplish work in an ethical, efficient and cost-effective manner; Anticipates, monitors and meets the needs of internal and external customers and responds to them in an appropriate manner; Knowledge of employment management principles; Knowledge of City government operations and jobs, preferred; Ability to assemble data, prepare documentation, and then present information for training, trials, legal proceedings, negotiations and for presentations to the Common Council, employees and the public; Ability to efficiently and effectively communicate, orally and in writing. CERTIFICATES, LICENSES, REGISTRATIONS Must be licensed to practice law in the State of Wisconsin. Valid State of Wisconsin driver's license, with good driving record.
