We are seeking to hire a Technical Project Manager to our team!

Client:
CTEC develops and delivers innovative customer-centric technologies and solutions that support the Office of Personnel Management's (OPM) Health and Insurance business unit and Office of the Chief Information Officer (OCIO).

Duties and Responsibilities:

  • Agile Program & Team Leadership: Lead and manage Agile delivery teams using Scrum and Agile-at-Scale methodologies to deliver complex technology solutions on schedule and within scope.
  • Roadmap & Work Plan Management: Create, manage, and maintain project roadmaps, sprint plans, and release schedules using Azure DevOps to support iterative development and delivery.
  • Requirements & Scope Management: Oversee requirements discovery and documentation in collaboration with business analysts and technical teams, ensuring business needs are accurately captured before solution development.
  • Stakeholder Engagement: Serve as the primary interface between government stakeholders, business users, and technical teams to align expectations, communicate progress, and resolve issues.
  • Solution Delivery Oversight: Ensure technical solutions meet defined business, functional, and non-functional requirements, supporting successful implementation and client satisfaction.
  • Impediment & Risk Management: Identify and manage team blockers, conflicts, risks, and scope changes; maintain risk registers and issue logs; and escalate as necessary.
  • Agile Ceremony Facilitation: Facilitate sprint planning, daily standups, sprint reviews, retrospectives, and executive reporting sessions.
  • Process & Change Management: Analyze current-state processes, define future-state improvements, and guide teams through change adoption and transformation.
  • Cross-Team Coordination: Coordinate across development, data, QA, architecture, and business teams to ensure integrated solution delivery.
  • Reporting & Executive Communication: Assemble and present project status, metrics, risks, and performance reports to management and executive stakeholders.
  • Tool & Platform Management: Leverage Azure DevOps, SharePoint, and Microsoft OneDrive to manage project artifacts, documentation, collaboration, and traceability.
  • Continuous Improvement: Promote continuous improvement of Agile practices, delivery processes, and team performance.
  • Works under minimal supervision with minor guidance from senior personnel.

Skills & Work Experience:

  • Professional Experience: At least ten (10+) years of experience in technical project management, Agile delivery, or program management roles supporting enterprise technology initiatives.
  • Demonstrated experience managing Agile/Scrum teams and delivering technology solutions in cloud-based environments.
  • Experience using Azure DevOps for backlog management, sprint planning, reporting, and traceability.
  • Strong understanding of SDLC methodologies including Agile, Scrum, and Waterfall.
  • Experience managing cross-functional technical teams including software engineers, data engineers, architects, and QA teams.
  • Experience with cloud technology environments, preferably Microsoft Azure.
  • Proven ability to manage project scope, schedules, budgets, risks, and stakeholder expectations.
  • Strong change management and process improvement experience.
  • Excellent written and verbal communication skills, including executive-level reporting.
  • Excellent organizational, negotiation, and relationship-building skills.

Preferred:

  • Experience supporting U.S. federal government IT programs, preferably within OPM or similar agencies.
  • Experience managing DevOps or cloud engineering teams.
  • Familiarity with enterprise collaboration platforms including SharePoint and Microsoft OneDrive.
  • Experience delivering data modernization or analytics platform implementations.
  • Experience supporting technology modernization or digital transformation programs.

Education & Certification:

Bachelor's degree in Computer Science, Information Systems, Software Engineering, or a related discipline. Equivalent professional experience will be considered in lieu of a degree. PMP certification preferred.
Scrum Master certification preferred.

Clearance:
Must be a U.S. citizen and be able to obtain a Public Trust clearance.
