Control Systems T&D Testing Engineer

Summary

As a Control Systems T&D Testing Engineer you will design, develop, install, manage and/or maintain equipment used to control and monitorthesystemsandequipmentthat control the grid.You will develop functional testing plans and assist technicians with implementation ofcontrolsystems.You will also be responsible to ensures these systems and processes operate efficiently,reliably,and safely.Additionally,you will:

  • Plan, coordinate and execute the testing and quality assurance of SCADA andcontrolsystems used in power utility substations and distribution systems.

  • Develop functional test plans and support testing and construction crews during implementation.

  • Develop maintenance policies and procedures to ensure the availability of clear,concise,and real-time operational field information for System Control Center dispatch functions.

  • Specification and Configuration of a variety of vendor equipment including, but not limited to:

  • Programmable Logic Controllers

  • Remote Terminal Units (RTU's)

  • Transducers and Meters

  • Communication Processors

  • Gateway devices

  • Electronic Relays used for power system protection

  • Major Equipment (Breaker, Transformer, Bushing etc.) monitoring devices

  • Network equipment including Ethernet switches, routers, terminal servers etc.

  • Human Machine Interface programs and Hardware.

  • Modems, media converters,radios,and other communication devices.

Responsibilities

  • Engineering Standards: Control SystemsProvides expertise and application guidance on data, process control,communications,and regulatory standards, including Telecommunications Industry Association (serial communications, ethernet), International Electrotechnical Commission, Institute of Electrical and Electronics Engineers and applicable regulatory requirements.

  • Engineering Standards: T&D TestingEnsures QA activities are well documented, identifies and implements improvements and ensures proper document control to meet NERC reliability audit requirements.

  • Production: Control SystemsDevelops procedures and job aids for design, configuration,operation,and maintenance of the system.

  • Production: T&D TestingPerforms QA activities for medium to large projects. Develops and enhances QA procedures and policies to ensure system availability and reliability. Reviews work performed by other engineers.

  • Project Coordination: T&D TestingCoordinates complex projects with project managers, construction engineers and field technicians to complete commissioning work.Supports construction crews on complex design and construction issues (e.g., constructability reviews, design philosophy, design additions or changes during construction, equipment integration); supports overall project management (construction engineer and crews) with scope changes. Drives end-to-end testing ofcontrolsystem by coordinating project engineers, construction engineers, field crews,technicians,and System Control Center Support engineers.

  • Knowledge Sharing: Control Systems FunctionTrains junior engineers and technicians.

  • Knowledge Sharing: T&D TestingIdentifies training and testing requirements for new and complex control systems; delivers technical training to substation wiremen and technicians and supports meter/relay/SCADA technicians with a wide range of design issues and changing technologies.

Qualifications

Required, Senior Control Systems T&D Testing Engineer level:

  • EducationRequires a bachelor's degree in engineering from an ABET-accredited engineering program or program accredited by an equivalent agency.

  • ExperienceFive or more years in related field or four or more years in related field with PE license.

  • Valid Driver's License required

Required, Control Systems T&D Testing Engineer:

  • EducationRequires a bachelor's degree in engineering from an ABET-accredited engineering program or program accredited by an equivalent agency.

  • ExperienceTwo or more years in related field

  • Valid Driver's License required

Preferred:

  • Experience commissioning substationcontrolor industrial automation equipment is preferred.

  • Thorough knowledge of various devices used for industrial control systems (PLC, Transducers, I/O devices)

  • Thorough knowledge of various major equipment monitoring devices and associated communication and configuration programs

  • Basic understanding of electric utility substation protection and control systems

  • Basic familiarity with substation equipment and operating mechanisms

  • Thorough ability to troubleshoot and resolve complex logic programming issues, network issues, device malfunction etc.

  • Thorough ability to troubleshoot SCADA protocol and SCADA network related issues

  • Thorough ability to read schematic and wiring diagrams

  • Working ability to validate data collected by the integration systems

  • Working ability to develop logic using ladder logic programming and IEC61131-3 standards

  • Thorough knowledge of communication and networking standards such as TIA/EIA RS-232 & RS-485, Fiber Optic and Ethernet

  • Thorough knowledge of SCADA protocols DNP 3.0, Modbus (Serial and TCP/IP), Modbus Plus,andL&G 8979

  • Working knowledge of TCP/IP networks, subnets and routing and management tools such as SNTP, NTP, PPTP and SNMP

  • Working knowledge of Network design (TCI/IP and Modbus Plus) and OSI Layers

  • Basic understanding of scripting languages (Java, VB, Python etc.)

  • Advanced knowledge of electrical utility infrastructure construction and testing practices.

  • Advanced knowledge of control and instrumentation concepts,practices,and procedures.
