Job Description

Mission Technologies, a division of HII, is seeking an experienced Industrial Security Analyst to support ongoing SCIF/SAPF renovation, infrastructure modernization, and Protected Distribution System (PDS) integration initiatives at the Joint Integrated Test and Training Center - Nellis (JITTC-N) supporting the 31 CTS at Nellis AFB, NV.

This position will serve as the primary Site Security Manager (SSM) and Construction Security representative for renovation and infrastructure projects associated with the JITTC-N campus mission environments. The role will directly support phased modernization efforts involving facility upgrades, secure communications infrastructure, PDS implementation, and transition toward co-use SCIF/SAPF environments in accordance with ICD/ICS 705 requirements. The selected candidate will work in close coordination with the Physical Security Lead for construction security synchronization, accreditation support, and integration of physical security requirements throughout all phases of renovation and modernization activities, while reporting directly to the Physical Security Lead for overall project execution, milestone coordination, and operational integration efforts and will support synchronization between Industrial Security, Physical Security, Civil Engineering, Communications, Program Management, Facilities, and operational stakeholders to ensure security compliance is maintained throughout all phases of construction and modernization efforts.

Essential Job Responsibilities
  • Serve as the Site Security Manager (SSM) for SCIF/SAPF renovation, modernization, and classified construction activities.
  • Coordinate closely with the Physical Security Lead to support construction security oversight, project synchronization, milestone tracking, and accreditation-related activities, project execution, renovation coordination, operational integration efforts, deliverables, and milestone status updates.
  • Maintain and enforce Construction Security Plans (CSPs) supporting ICD 705 compliance requirements.
  • Support planning and coordination efforts associated with Protected Distribution System (PDS) implementation and secure infrastructure modernization.
  • Apply working knowledge of CNSSI No. 7003 requirements related to Protected Distribution Systems (PDS), secure transmission pathways, inspection requirements, and physical protection standards for classified communications infrastructure.
  • Review project drawings, Statements of Work (SOW), facility layouts, and construction packages impacting classified environments.
  • Support accreditation documentation efforts associated with ICD 705 upgrades, co-use facility requirements, and phased construction activities.
  • Assist with development and coordination of SOPs, interim operational procedures, and risk mitigation strategies during active renovation and infrastructure integration efforts.
  • Monitor classified construction activities and ensure compliance with applicable ICD/ICS 705, CNSSI 7003, NISPOM, and customer-specific security requirements.
  • Conduct construction security oversight, document security incidents/violations, maintain construction security records, and support inspection activities.
  • Participate in project meetings, facility walkthroughs, site surveys, risk assessments, milestone tracking, and cross-functional project synchronization efforts.
  • Support long-term campus modernization initiatives involving secure communications pathways, classified infrastructure integration, and co-use SCIF/SAPF accreditation strategies.
Minimum Qualifications
  • 6 years relevant experience with Bachelors in related field; 4 years relevant experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant experience.
  • Specialized Training Requirement: The selected candidate will be required to complete an approved Site Security Manager (SSM) training plan to bring the member up to the fully required specialized construction security experience level within one (1) year of hire.
  • Client requirements: Minimum 5+ years of Industrial Security experience supporting DoD/DoW or Intelligence Community programs.
  • Demonstrated experience supporting Intelligence Community Directive (ICD)/ Intelligence Community Standard (ICS) 705 Sensitive Compartmented Information Facilities (SCIF),/Special Access Program Facilities (SAPF), construction, renovation, or accreditation projects.
  • Working knowledge of Committee on National Security Systems Instruction (CNSSI) No. 7003 Protected Distribution System (PDS) requirements.
  • Experience developing or managing Construction Security Plans (CSPs).
  • Working knowledge of construction processes, infrastructure modernization efforts, facility renovations, or Civil Engineering project environments.
  • Familiarity with project drawings, facility modification packages, and construction coordination processes.
  • Knowledge of National Industrial Security Program Operating Manual (NISPOM), ICD/ICS 705, and classified facility compliance requirements.
  • Experience coordinating with AO, PSO, CTTA, Civil Engineering, Communications, Physical Security, Facilities, and project stakeholders.
  • Ability to manage competing priorities within active operational and construction environments.
  • Active Top Secret clearance required.
Preferred Requirements
  • TS/SCI eligibility preferred.
  • Prior experience serving as a Site Security Manager (SSM) or Construction Security representative.
  • ICD 705 SSM training/course completion preferred.
  • Experience supporting Protected Distribution System (PDS) implementation or secure communications infrastructure projects.
  • Experience supporting co-use facilities or phased accreditation environments.
  • Strong organizational, communication, documentation, and project coordination skills.
