Job description

Amazon's Air, Water, Spill and Launch (AWSL) Team under the Environmental Assurance and Protection (EAP) group is seeking a motivated and experienced Senior Program Manager for mobile source emissions, Air Quality & Water compliance. This role is responsible for developing and/or improving scalable compliance frameworks and enabling field solutions related to mobile source emission standards, stationary source air quality compliance, and water management, including wastewater, stormwater and drinking water. The breadth of compliance shall include all applicable federal, country, state, provincial, and local regulations.
The ideal candidate will have a strong knowledge of stationary air emission sources, stormwater, wastewater, and drinking water as well as mobile source emission regulations with a strong emphasis on state requirements such as Advanced Clean Trucks (ACT) and idling restrictions; California's Clean Truck Check (CTC) Program, Truck and Bus Regulation (TBR), Transport Refrigeration Units (TRU), Off Road Large Spark Engine Fleets, and SCAQMD Warehouse Actions and Investments to Reduce Emissions (WAIRE) Program. The candidate will be able to evaluate emerging regulations related to mobile source emissions in collaboration with public policy and fleet segments to ensure compliance with primary and third party operations; and applicable air quality and water regulations for general warehousing and storage, printing, pharmacy and transportation businesses.
This role will initially focus on mobile source emissions in the United States but will expand to build a scalable program that can be implemented in other Amazon regions. The successful candidate will identify gaps in program implementation, use data and metrics to propose program enhancements and modify standards and procedures to improve scalability. The program manager will be comfortable presenting issues and proposed solutions to all levels of leadership through written and verbal communication skills. This role will assist with the monitoring of air and water permit requirements and build programs to support management of change and continuous compliance from cradle to grave.
In this role, the Senior Program Manager will use expertise to provide insights for audits and assessments of mobile source emissions, air quality, and water management along with suggested reporting practices to ensure compliance with applicable regulations and internal policies. The program manager will obsess over customers (internal and external) and will work backward from the customers' needs to create world-class processes. The program manager is a trusted partner to our external partners and internal business operations and leverages those trusting relationships to create excellent outcomes. The program manager will also promote and implement best practices focusing on creating customer-facing solutions for better tracking, reporting, and management of mobile source emissions, air quality, and water management data.
Key job responsibilities
Mobile Source Emissions
- Develop, integrate, and/or execute strategies, standards, procedures, programs, processes, and actions throughout the operations organization to facilitate regulatory compliance of mobile source emissions.
- Support the development of internal policies and procedures to ensure compliance with mobile emissions requirements such as Advanced Clean Fleets, Clean Truck Check, Truck and Bus Regulation, Transport Refrigeration Unit, Periodic Smoke Inspection Programs, Drayage Truck Regulation, Advanced Clean Trucks, and Idling Restrictions.
- Provide guidance and expertise to internal stakeholders in navigating and operationalizing emerging mobile source emission regulations.
- Monitor industry trends and best practices related to mobile source emission reductions.
- Ensure adequate risk assessment, prevention and control, and management of mobile source emissions and assess potential risks arising from operations, vendors and suppliers, company products, and business affairs.
- Utilize understanding of global air quality regulations and programs to support field escalations from operations, environmental affairs, WHS, Legal, and other internal stakeholders.
- Think big to develop and implement standardized tech and program solutions to increase compliance while reducing risk and environmental impact.
Air Quality Compliance
- Assist in obtaining necessary permits for air-emitting equipment and activities; and ensure timely and accurate reporting to regulatory agencies, as applicable. Seek variances to operating guidelines when appropriate.
- Offer technical support and expertise on selecting air-emitting equipment, respective air pollution control devices, emission reduction practices, and data monitoring devices.
- Develop training content for regulatory and permitting requirements, best management practices for preventing air pollution, and for capturing required air emission source parameters and emissions data.
- Identify potential risks related to air quality compliance and develop strategies to reduce and/or eliminate those risks.
- Assist in the development of internal policies and procedures related to air quality management and compliance.
Water Quality Management
- Oversee stormwater, wastewater and drinking water monitoring programs, ensuring the collection of accurate sampling and monitoring data, and timely reporting to regulatory agencies.
- Assist in the preparation and submission of stormwater and wastewater permits, ensuring all necessary documentation and data are accurate and complete.
- Provide guidance on water-related equipment, respective pollutant control devices, discharge pollutant reduction practices, and data monitoring devices and selection to meet water quality criteria within applicable regions.
- Develop training content on water best management practices, regulatory and permitting requirements, and best practices for capturing water quality data.
- Identify potential risks related to water quality compliance and develop strategies to reduce and/or eliminate those risks.
Stakeholder Engagement
- Liaise with regulatory agencies, industry groups, and community stakeholders regarding mobile source emissions, air quality, and water management emerging and existing environmental regulatory topics to enhance Amazon's reputation in various business segments.
Travel: Up to 25%
BASIC QUALIFICATIONS
- Experience in project management, delivery and/or program management
- Bachelor's degree in Environmental Sciences, Environmental Engineering, or related field of study
- 10+ years of compliance, audit, or risk management experience in air, water, or mobile source emissions
- Experience with regulatory assessments, air emission and water discharge evaluations, air and water reporting, and environmental management systems
- Knowledge of Microsoft Office products and applications at an advanced level
- Experience communicating across technical and non-technical teams, including executive level stakeholders or clients
- Experience working with and managing third party consultants and vendors
PREFERRED QUALIFICATIONS
- Master's degree in Environmental Sciences, Environmental Engineering, or related field of study
- Project Management Professional (PMP) or equivalent certification
- Experience leveraging technology and implementing lean principles / Six Sigma methodologies to drive process improvements or equivalent
- Familiarity with AI tools and potential environmental applications related to program development and execution

The base salary range for this position is listed below. Your Amazon package will include sign-on payments and restricted stock units (RSUs). Final compensation will be determined based on factors including experience, qualifications, and location.
