Maintenance Manager / Planner

Texas International Refining Company is seeking a Maintenance Manager / Planner to lead refinery maintenance planning, scheduling, reliability improvement, contractor management, and maintenance cost control activities while supporting safe and reliable refinery operations.

The Maintenance Manager / Planner serves as the owner of TIRCO's maintenance work management process and is responsible for maintenance planning, scheduling, budgeting, contractor coordination, reliability improvement, and Mechanical Integrity support. This role works closely with the Maintenance Superintendent, Chief Inspector, and Mechanical Reliability Engineer to ensure maintenance activities are properly prioritized, planned, resourced, and executed to support safe, reliable, and cost-effective refinery operations.

Key Responsibilities

Maintenance Planning & Scheduling

  • Own the refinery maintenance planning and scheduling process.
  • Develop and maintain a schedule-ready maintenance backlog.
  • Build and coordinate weekly maintenance schedules with Operations and the Maintenance Superintendent.
  • Ensure maintenance work is appropriately prioritized based on safety, environmental risk, equipment reliability, and production impact.
  • Develop detailed work packages including labor requirements, materials, equipment, permits, procedures, and safety requirements.
  • Coordinate shutdown, outage, and turnaround maintenance activities.

Maintenance Leadership

  • Provide leadership and support to the Maintenance Superintendent and contract maintenance workforce.
  • Maintain continuity of maintenance operations during vacations, absences, outages, and peak workload periods.
  • Promote accountability, professionalism, and operational discipline across maintenance activities.
  • Assist with contractor oversight and maintenance resource allocation.

Budget & Cost Control

  • Develop and manage maintenance budgets.
  • Monitor labor, contractor, rental equipment, and repair spending.
  • Review project estimates, contractor proposals, and maintenance expenditures.
  • Identify and implement cost reduction opportunities without compromising safety or reliability.
  • Ensure compliance with purchasing, contractor, and PO requirements.

Reliability & Mechanical Integrity

  • Partner closely with the Chief Inspector to prioritize and execute repairs identified through inspection programs.
  • Coordinate repair planning and scheduling activities arising from API 510, API 570, API 653, and risk-based inspection programs.
  • Work collaboratively with the Mechanical Reliability Engineer to identify and eliminate recurring equipment failures.
  • Participate in Root Cause Failure Analysis (RCFA) investigations and ensure corrective actions are incorporated into maintenance plans and schedules.
  • Support development and execution of preventive maintenance, predictive maintenance, and condition monitoring programs.
  • Assist in establishing maintenance priorities based on equipment criticality, risk, reliability, and operational impact.
  • Ensure inspection recommendations, reliability improvements, and corrective actions are translated into executable work plans.
  • Coordinate outage and turnaround scope development with Operations, Inspection, Reliability, and Engineering.
  • Track completion of Mechanical Integrity action items and provide status updates to refinery leadership.
  • Support long-range maintenance planning and asset reliability improvement initiatives.

CMMS & Work Management

  • Maintain accurate maintenance records within the CMMS.
  • Manage work order prioritization, backlog health, and asset history.
  • Develop and improve standard job plans for recurring maintenance activities.
  • Monitor maintenance KPIs and identify improvement opportunities.

Contractor Management

  • Coordinate contractor utilization and scheduling.
  • Monitor contractor productivity, quality, safety performance, and cost effectiveness.
  • Review contractor timesheets, invoices, and scope execution.
  • Ensure contractor compliance with refinery policies and procedures.

Qualifications

Required

  • Minimum 10 years of refinery, petrochemical, terminal, or heavy industrial maintenance experience.
  • Minimum 5 years of maintenance leadership or supervisory experience.
  • Strong knowledge of rotating equipment, fixed equipment, piping systems, and refinery maintenance practices.
  • Experience with maintenance planning, scheduling, and backlog management.
  • Experience managing contract maintenance resources.
  • Working knowledge of OSHA, PSM, LOTO, and safe work permitting requirements.
  • Experience with CMMS systems.

Preferred

  • Refinery maintenance management experience.
  • Turnaround planning and execution experience.
  • Mechanical Integrity program experience.
  • Experience with API 510, API 570, and API 653 programs.
  • Proficiency with Primavera P6, Microsoft Project, or similar scheduling tools.
  • Bachelor's degree in Engineering, Industrial Technology, Business, or related field.
  • Work is performed in both office and refinery operating environments.
  • Frequent field presence is required to support maintenance planning, inspections, contractor oversight, and outage activities.
  • Ability to climb ladders, stairs, and access process units, tanks, vessels, and piping systems.
  • Ability to wear required personal protective equipment (PPE), including hard hat, safety glasses, steel-toed boots, and other refinery-required PPE.
  • Must be capable of working in all weather conditions, including heat, humidity, cold, rain, and other outdoor environmental conditions common to refinery operations.
  • May be required to support outages, turnarounds, and emergency response activities outside of normal business hours.

The successful candidate will be expected to:

  • Reduce emergency and reactive maintenance work.
  • Maintain a healthy schedule-ready backlog.
  • Improve contractor productivity and cost performance.
  • Improve equipment reliability and asset availability.
  • Control maintenance spending within approved budgets.
  • Support Mechanical Integrity compliance objectives.
  • Drive continuous improvement within the refinery maintenance function.
