Position Description:
CGI Federal is seeking candidates to perform accounting work in support of a USG agency in the Washington Metropolitan Area (WMA). Successful candidates will be capable of conducting expert level accounting work which includes being the lead expert in the preparation, analysis and reconciliation of financial statements and information, tax returns, general ledgers, etc. Broad responsibilities include ensuring financial program data integrity and reporting accuracy and establishing and maintaining appropriate internal controls.
Position is located in Chantilly, VA
Your future duties and responsibilities:
• Provide broad financial strategic programmatic direction and initiatives through effective and timely customer support.
• Brief and/or provide supporting documentation to senior management in response to questions from leadership and/or external reviewers (i.e., OMB and Congress).
• Advise senior management in the design, implementation and management of financial operations to ensure the integrity of financial data, the establishment of financial reporting requirements, the development of security guidelines and processes to protect financial data and systems and the establishment and maintenance of financial relationships with other government and non-government organizations.
• Ensure financial program data integrity and reporting accuracy.
• Assist in the management of the establishment and maintenance of appropriate internal controls to minimize the risk of inaccurate data and/or unauthorized use of funds.
• Ensure data integrity by working to obtain favorable Office of Inspector General {OIG) audit opinions and ultimately auditable financial statements.
• Maintain professional development through continuing education, attending courses, seminars, workshops, or by reading professional journals.
• Assist the senior financial expert in area of assignment.
• Formulate approaches that achieve desired financial business objectives, including program scope and objectives.
• Resolve highly complex financial problems and issues; provides guidance on the interpretation and application of the most complex financial regulations, policies and procedures to senior management, staff and customers.
• Analyze financial data from various systems, create reports for and brief senior managers and make recommendations in support of the mission.
• Review financial activity and accrue expenses as needed in support of financial statements
• Assist managers within area of assignment in developing specific accounting policies or procedures.
• Originate appropriate accounting data and post into the USG agency's unique databases and systems. Review to ensure data integrity is maintained.
• Adhere to federal government requirements and the USG agency's standards for accounting and financial record keeping.
• Assist in preparing financial statements.
• Prepare complex tax returns, reconciliations and tax documents in support of the USG agency's tax program.
• Attend, at the direction of the USG agency, established and ad hoc directorate and corporate finance committees, working groups and boards.
• Assist, at the direction of the USG agency, any participatory member of the office of assignment's senior management team.
• Assist in the design and implementation of financial systems development to enable business process improvement and to incorporate changes driven by external changes.
• Provide functional expertise to system development activities, create ad hoc system reports and conduct functional testing of business systems.
• Facilitate communication between financial systems stakeholders, customers and systems development teams.
• Develop and recommend accounting policies and procedures of accounting program metrics fundamentals necessary to effectively and efficiently analyze and assess program goals, objectives and outcomes.
• Assist in developing financial forecasts to support pricing of Working Capital Fund products.
• Assist in analyzing Working Capital Fund financial data, including financial statements submitted by Working Capital Fund businesses.
Required qualifications to be successful in this role:
• Mastery knowledge of quality assurance procedures to ensure data integrity and timeliness of the data.
• Mastery knowledge of the federal Generally Accepted Accounting Principles {GMP), Federal Accounting Standards Advisory Board {FASAB) and Financial Accounting Standards Board
• {FASS).
• Mastery knowledge of Federal appropriation law and ability to obtain thorough knowledge of the USG agency's regulations, concepts, methods and standards impacting financial activities.
• Ability to obtain and apply thorough knowledge of customer mission requirements sufficient to anticipate required financial support and mastery customer service skills to respond to a broad range of customer questions or concerns.
• Ability to obtain and apply thorough knowledge of all funding, accounting and acquisitions capabilities to include common and unique financial processes across the USG agency.
• Comprehensive analytical skills are necessary to research and compile data, evaluate it and develop financial reports.
• Ability to apply analytic and diagnostic techniques and qualitative techniques sufficient to identify, evaluate and recommend to managers appropriate financial solutions to resolve interrelated financial problems and issues.
• Ability to interact with senior Directorate/Office managers, corporate finance managers, or external financial managers in order to contribute to and influence decision making.
• Ability to prepare and deliver briefings to senior Directorate/Office managers, corporate finance managers, or external financial managers on finance topics, to include non-accountants.
• Ability to manage competing priorities and work requirements by continuously evaluating the needs of the organization's mission against on-going work and planning/scheduling own and unit's work.
• Excellent interpersonal skills are necessary to elicit cooperation and support from others and to interact tactfully and effectively with coworkers and senior management.
• Excellent written communication skills to compose and deliver highly technical responses to senior management and customers' inquiries and concerns in a way that generates customer satisfaction.
• Mastery skill of Microsoft Office suite tools; specifically, PowerPoint, Word and Excel including effective written/oral communication of results to management.
Minimum Qualifications
Clearance: A Top Secret clearance with polygraph.
Experience: Minimum eleven (11) years of demonstrated professional accounting experience with a strong understanding of the responsibilities associated with financial management, accounting, auditing and/or fiscal control.
Education: A bachelor's with degree requirements for CPA
Special Certifications: Depending upon requirements either a Certified Public Accountant (CPA), Certified Management Accountant (CMA) or Certified Internal Auditor (CIA) will be required. Additionally, depending upon requirements one of the following certifications may also be required:
• Certified Government Financial Manager (CGFM)
• Certified Fraud Examiner (CFE)
• Certified Forensic Accountant (CrFA)
• Government Forensic Accountant (GFA)
• Certified Anti-Money Laundering Specialist (CAMS)
CGI is required by law in some jurisdictions to include a reasonable estimate of the compensation range for this role. The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and licensure and certifications. To support the ability to reward for merit-based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $113,380.00 - $250,920.00.
