***This position is physically located in the Marshall Islands in support of LOGCAP***
The Port Captain will oversee the operation and maintenance of the U.S. Army vessels assigned to USAKA and will have the with the authority to accomplish the duties described herein in accordance with Corporate Procedures, Standard Operating Procedures, U.S. Coast Guard and applicable U.S. Army regulatory requirements. Will report directly to the Manager, Marine Operations for orders, guidance, training and duties
Responsibilities

- Develops standard, weekly and daily vessel schedules using Marine Transportation Form 1051
- Approves the daily vessel and crew assignments; He/she conducts vessel inspections and provides data to the Army as required
- conducts vessel inspections and provides data to the Army as required
- Assists the Marine Manager in daily operations and processes of the department
- Conducts on-the-job training of vessel captains, as required
- Assists the Port Engineer in developing an effective preventive maintenance program
- In charge of the departmental training program to include training goals, class requirements, training schedules, TDY funds, and local training
- will be in charge of the Oil Spill response team “CHARLIE”.
- Ensures that every vessel mission is briefed and that crews know the plan and expected tasks
- As Pilot he/she will know the passes, the lagoon and docks may be assigned to vessels as captain or mate as needed
- will assist visiting ships with local knowledge, tug assist coordination and navigation and docking instructions
- will oversee the entire Port Operations to include vessel berthing assignments, stevedore operations, vessel clearances, passenger issues and safety, and establishes procedures for fueling, cargo handling and passenger guidelines
- coordinate with other departments on marine issues and range mission requirements
- When the Marine Manager is off island, will perform the duties of the Manager
- Oversees the day to day activities of subcontracted labor
- Takes decisive action to eliminate unsafe conditions.

Qualifications
- Education/Experience Requirements
- Education/Certifications: One year related experience may be substituted for one year of education if the degree is required.
- Bachelor's degree in Marine Operation or Marine Transportation.
- 7 years working as a port captain or 10 years working on a 1600GT or larger vessel as a chief mate or vessel master may be substituted for the education requirement.
- Certifications:
- Valid U.S. Coast Guard 1600T Master of Tow license with STCW requirements;
- Experience:
- Minimum of 5 years experience as a Port Captain or 7 years working on a 1600GT or larger vessel as a chief mate or vessel master, or five years experience working as an Army 880A2.
- Experience working as a port agent or vessel regulatory administration is required.
- Working Conditions
- Must be capable of working in an extreme weather conditions with temperatures exceeding 85 degrees Fahrenheit.
- Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, wet, tropical environment with average temperatures of 85 degrees in the summer months).
- Includes some industrial production environment conditions as well.
- The worker is subject to atmospheric conditions. One or more of the following conditions that affect the respiratory system of the skin: fumes, odors, dust, mists, gases, or poor ventilation.
- The Worker is frequently in close quarters, crawl spaces, shafts, manholes, small enclosed rooms, small sewage pipes, and other areas that could cause claustrophobia.
- Physical Requirements
- Medium work. Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
- Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.
- Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
- Must comply with all Fire and Safety Regulations and post policies.
