General Description:
The Manager II for Division Operations provides program management, policy and legislative support, and strategic coordination for highpriority initiatives within the Academic and Health Affairs division. Reporting to the Assistant Commissioner, this position manages complex administrative and operational activities that support statewide academic policy, legislative implementation, and continuous improvement initiatives. This position will supervise the "divisions" administrative assistant.
General Duties and Responsibilities:
Coordinate divisionwide strategic initiatives, including project planning, timelines, deliverables, risk identification, performance tracking, and executive status reporting to support the successful implementation of agency and division priorities. Oversee the coordination and completion of AHA legislative and board reports and studies in collaboration with agency staff and external stakeholders.
Coordinate advisory committee meetings, stakeholder workgroups, and crossdivisional teams to advance statewide initiatives and strategic priorities.
Facilitate communication and collaboration among internal and external stakeholders to support policy development, program implementation, and division initiatives.
Develop, coordinate, and manage special projects, executive correspondence, presentations, briefing materials, reports, talking points, proposals, and other communications supporting the Assistant Commissioner and division leadership.
Serve as the division's operational coordinator by overseeing administrative processes, coordinating leadership meetings, monitoring action items, and supporting the efficient execution of division priorities. Provide intake and assignment for stakeholder grievances. Oversee and provide leadership for the divisions administrative assistant and ensure administrative and operational processes are efficient and high quality.
Develop and maintain dashboards, performance metrics, and reports to support division operations, project tracking, and continuous improvement.
Coordinate the development, review, and submission of Board agenda items, presentations, executive summaries, briefing materials, and supporting documentation while ensuring adherence to established deadlines and agency procedures.
Maintain division records, documentation, and operational files in accordance with agency records retention requirements and established business processes.
Coordinate the division's legislative activities by managing bill assignments, tracking implementation requirements, preparing legislative analyses, coordinating responses to legislative inquiries, and monitoring implementation of enacted legislation.
Ensure compliance with agency policies, Board rules, state and federal laws, and other applicable regulations governing division operations and programs.
Perform other duties as assigned.
Knowledge Skills or Abilities:
Knowledge of Texas public and higher education systems, academic processes, and institutional workflows.
Strong project and program management skills, including the ability to manage multiple priorities and deadlines.
Excellent written and oral communication skills; ability to present information clearly to varied audiences.
Familiarity with student data privacy, security, and FERPA requirements.
Ability to troubleshoot and document user issues in collaboration with departmental teams.
Ability to establish and maintain effective working relationships with internal staff, higher education stakeholders, and community partners.
Ability to balance multiple priorities and deadlines with attention to detail and work in a fastpaced working environment.
Proficiency in Microsoft Office applications and digital collaboration tools.
Required InOffice Days:
This position is authorized for a hybrid telework schedule. Employees are required to work in the office two (2) days per week, with the remaining three days eligible for telework. Specific inoffice days may be determined by the department to meet business needs.

Qualifications
Required Minimum Education and Experience:
Bachelor's degree from an accredited college or university.
Five years of relevant fulltime work experience, including experience in program management, higher education operations, policy, stakeholder engagement, system administration, or related areas.
Experience coordinating with teams and external stakeholders.
Strong communication skills and experience working with diverse institutional stakeholders.
Preferred:
Master's degree in education, higher education administration, policy/administration, or related field.
Experience with grants, academic processes, student success, or comparable statewide systems.
Experience supporting institutional operations or system administration.
Familiarity with Smartsheets.
Physical Requirements and/or Working Conditions:
Work is performed in a standard office environment and requires:
Regular, reliable, and punctual attendance at work;
Frequent use of personal computer, copiers, printers and telephones;
Frequent sitting;
Frequently works under deadlines, as a team member, and in direct contact with others.
If/when working from home, a strong, reliable internet connection and a dedicated workspace are required.
