Job description

Summary The County Facilities Management Department is responsible for the operation, maintenance and repair of all County properties and select leased properties. The Operations Manager is responsible for overseeing the planning and implementation of projects and strategic initiatives within the County Facilities Management department. Reporting to the Director of Facilities, the Operations Manager is a critical member of the Facilities management team and is responsible for the management and oversight of maintenance and custodial projects happening concurrently across the County's campuses.

The Operations Manager will serve as the primary functional lead for County departments located on the County of Delaware's campuses (owned or leased) outside of the Government Center Complex in Media. The Operations Manager will be responsible for developing a plan of action to get work completed, working across departments to ensure their needs and wants are included within the confines of the project and budgetary restrictions. The Operations Manager may also serve as a surrogate for the Director of Facilities on County Committees, Commissions or internal work groups, as required.

Essential Duties Coordinate preventative maintenance activities at County facilities (owned or leased) and park facilities outside of the Government Center Complex in Media. When required, assign work to external vendors and ensure it is completed correctly, on time, and compliant with the contract specifications. Perform routine inspections of major building systems at County facilities (owned or leased) and park facilities outside of the Government Center Complex in Media to identify maintenance and repair work.

Manage, maintain and monitor work orders submitted for County facilities (owned or leased) and park facilities outside of the Government Center Complex. Promptly address department requests, providing exceptional customer service. Provide day-to-day supervision, guidance, and support to staff, ensuring clarity of expectations and consistent alignment with county policies and service standards.

Monitor workload, work quality, and service delivery to ensure Facilities staff meet operational needs, addressing performance or behavioral concerns promptly and in accordance with county procedures. Develop project plans that identify resource and budgetary needs. Maintain required project files and records.

Participate in project coordination meetings with the Housekeeping Supervisor and Maintenance Supervisor. Respond to emergency situations or after-hours calls for repair and maintenance at County and park facilities. Provide feedback, advice, and project updates to the Director of Facilities.

Foster a positive, collaborative team environment that encourages accountability, communication, and problem-solving. Serve as a surrogate for the Director of Facilities in relationships with vendors. Assist County maintenance and custodial staff with special projects when required.

Attend design and construction progress meetings on behalf of the Facilities department for projects administered by the Department of Public Works at County facilities and park facilities outside of the Government Center Complex. Prepare administrative reports on maintenance activities and provide updates to the Director of Facilities as required. Additional responsibilities may be supplemented based on the specific work requirements and initiatives to be assigned.

Qualifications High school diploma or equivalent. Some college or trade school preferred. At least 10 years of relevant maintenance or custodial experience Strong leadership and team management skills in a supervisory role Proficiency in written and verbal communications Demonstrated ability to organize complex projects, meet critical deadlines and assume primary responsibility for completion of assignments Ability to work within the County's office automation/data/ computer applications Ability to travel within the County to attend meetings, including attendance at occasional evening and weekend events if required Ability to schedule maintenance work Ability to identify issues and decide on required actions Ability to work independently as well as in a team environment, prioritize work, manage multiple tasks, meet deadlines, and quickly adjust or change course as needed Excellent interpersonal skills, communication skills, flexibility, and attention to detail Demonstrated ability to work with culturally diverse people and individuals of all abilities Ability to stoop, bend, and lift up to 50 lbs.

A valid driver's license is required. Ability to travel throughout the County and municipalities and navigate buildings and construction sites as required. Familiarity with Delaware County is a plus Computer Skills: To perform this job successfully, an individual should have: Proficiency with Microsoft Office applications Advanced internet skills for research purposes Familiarity with computerized maintenance management systems Physical Demands: While performing the duties of this position, the employee is frequently required to stand, walk, sit, drive to and from locations, and talk or hear.

Occasionally, there is a need to reach above shoulders; kneel, stoop, crouch or squat; climb stairs; climb ladders; and work with an uncommon level of noise. This position also requires a keen sense of hearing and a strong sense of smell. There is no special vision requirements listed for this position.

Work Environment: The noise level in the work environment is usually moderate. Work is performed primarily inside in both office and mechanical/utility areas. Some outside observation of conditions or work in progress may be necessary.

Ability to climb and work in high, precarious places. Other: This position requires professionalism. Ability to work extended hours, when needed.

On call responsibilities for emergency response 24/7/365. Ability to report on site to address inclement weather during the winter months
